At the meeting, Senior Lieutenant Colonel Truong Viet Hai, Deputy Secretary of the City Party Committee, Political Commissar of the City Military Command, reported briefly on the preparations for the 13th City Party Committee Congress, term 2025 - 2030. The congress is expected to be held over two days, July 30 - 31, 2025; of which, the preparatory session will be held on the afternoon of July 30; the official session will be held on the morning of July 31 with the participation of 160 official delegates, about 100 senior delegates and invited guests.

The draft political report specifically identifies the theme of the congress: “Improving the comprehensive leadership capacity and fighting strength of the Party Committee; innovating, creating, and building a comprehensively strong city armed force that is “Exemplary and exemplary”; determined to successfully carry out national defense tasks and local military work in the new situation” and the congress motto “Solidarity - Democracy - Discipline - Development”. At the same time, it sets out the general direction and goals for the 2025-2030 term, identifying 3 breakthroughs, 11 groups of specific goals and targets, and 12 groups of solutions in the coming term.

At the meeting, delegates gave their opinions on the following contents: Draft Political Report; draft Congress Resolution; draft Report on collective review of the Party Committee for the 2020-2025 term.

Also at the meeting, delegates suggested adjusting some goals and targets, including a request to evaluate and clarify the absolute, consistent, and comprehensive leadership of the city's Military Deputies in carrying out military and defense tasks. The document drafting committee was requested to consider the volume of the central report; add some content to the political report and adjust the targets.

In his concluding remarks, Secretary of the City Party Committee Le Truong Luu emphasized: The 13th Congress of City Military Delegates for the 2025-2030 term is an important and extensive political activity within the entire Party Committee and the city's armed forces. The Congress has the important task of setting out directions, goals, tasks, and solutions for military, national defense, border defense, and Party building work for the 2025-2030 term.

Mr. Le Truong Luu agreed and highly appreciated the preparation of the city Party Committee regarding the documents that were prepared seriously and thoughtfully. The drafts were carefully prepared, highly generalized, and tightly structured; the targets and solutions closely followed the practical tasks in the new period. The theme and motto of the congress were clearly and fully expressed, covering the entire term and demonstrating the determination of the entire Party Committee.

At the same time, request members of the City Party Committee to focus on researching, absorbing, editing sentences, documents, making them concise, brief, and absorbing comments from members of the Standing Committee of the City Party Committee. Focus on adding necessary content on defense areas, content on innovation in applying science and technology, digital transformation in the army; improving the combat capacity of grassroots Party committees in association with the two-level government; anti-corruption work; allocating more space for border protection, social security work, military-civilian cooperation activities on the two borders...

The review report has ensured unity, synchronization, comprehensive and profound assessment of the leadership and direction of the Party Executive Committee for the 2020-2025 term; however, it is necessary to review and adjust the goals and targets in the draft resolution with the spirit of striving and the highest determination.

On that basis, the City Party Committee urgently completed the draft documents and prepared well the conditions for the organization of the congress according to the set plan.
