Countries support Vietnam to organize the signing ceremony of the Convention on Cybercrime in Hanoi

The event attracted the participation of more than 100 delegates from United Nations member states and relevant international organizations.

Speaking at the opening of the discussion, Ambassador Dang Hoang Giang, Head of the Permanent Mission of Vietnam to the United Nations, emphasized that in the context of increasingly complex global cyber security and increasing cyber threats, directly affecting the security and development of all countries, the United Nations' adoption of the Convention on Cybercrime is of particular importance, creating a global legal framework for international cooperation in preventing cybercrime.

The head of the Vietnamese delegation thanked all countries for supporting the selection of Hanoi as the venue for signing the Convention at the United Nations General Assembly session in December 2024, and affirmed that Vietnam will continue to closely coordinate with UNODC, the United Nations Office for Legal Affairs (OLA) and member countries in promoting the early entry into force of the Hanoi Convention and its effective implementation in the coming time.

Representatives of UNODC and OLA expressed their agreement with Ambassador Dang Hoang Giang's statement, affirming that they will continue to accompany Vietnam, and at the same time provide information on the negotiation process, the main content of the Convention and necessary procedural steps on the journey towards the signing ceremony in Hanoi.

At the seminar, representatives of the Vietnamese Inter-sectoral Delegation, including representatives from the Ministry of Public Security , Ministry of National Defense and Ministry of Foreign Affairs, updated the preparations for the Convention Signing Ceremony in Hanoi in 2025; emphasizing that in addition to the Signing Ceremony and official discussion sessions, there will be a series of diverse activities for governments, businesses and related organizations to connect, enhance dialogue and cooperation to jointly respond to cybersecurity challenges.

Through these activities, Vietnam wishes to continue to promote its role as a responsible member and reliable partner of the international community, actively promote multilateralism, participate in leading the process of building and shaping global digital governance frameworks, and ensure cybersecurity and national sovereignty in cyberspace.

Representatives of many countries and some regional groups highly appreciated Vietnam's active preparations for the signing ceremony of the United Nations Convention on Cybercrime, affirming that they will make efforts to promote the completion of internal procedures to soon sign and ratify the Convention, and at the same time committed to supporting and closely coordinating with Vietnam to successfully organize the signing ceremony in Hanoi in 2025.

The United Nations Convention on Cybercrime was officially adopted by the United Nations General Assembly on December 24, 2024.

The Convention consists of 9 Chapters and 71 articles, including many important contents such as: defining acts considered cybercrimes, from illegal access, system intervention to online child abuse, money laundering obtained from criminal activities; defining jurisdiction and investigative measures, allowing countries to collect evidence and effectively prosecute cases related to cybercrimes; procedural and law enforcement measures; international cooperation in investigating and prosecuting cybercriminals; preventive measures, emphasizing capacity building and raising awareness of cyber security; technical support and information exchange...

The adoption of the Convention is the result of joint efforts by all UN member states, in which Vietnam has actively participated in this process. For the first time, a multilateral international treaty of global significance in a priority area, such as cybersecurity and digital governance, will be signed in Vietnam.

According to international practice, this document will be referred to as the Hanoi Convention, demonstrating the international community's recognition of Vietnam's active participation, contribution and responsibility in developing the Convention in particular and responding to global challenges of the United Nations in general.
