Administrative reforms must demonstrate clear effectiveness!

EMPHASIZING RESPONSIBILITY

To strengthen the Party's leadership role in administrative reform, in 2023, the Standing Committee of the Nghe An Provincial Party Committee established the Provincial Steering Committee for Administrative Reform, chaired by the Provincial Party Secretary.

Immediately after its establishment, the Provincial Steering Committee for Administrative Reform selected 7 units (4 departments and agencies and 3 district-level People's Committees) to focus on as pilot projects for administrative reform in 2023. At meetings, the Provincial Steering Committee for Administrative Reform clearly identified issues that were still causing public concern and needed to be rectified.

For example, at the second meeting (July 27, 2023), the Provincial Steering Committee for Administrative Reform mentioned that some officials in the specialized departments of the Department of Construction and the Department of Natural Resources and Environment were still causing inconvenience and harassment in the performance of their duties, according to public opinion...

Based on this, the Provincial Steering Committee for Administrative Reform requests that heads of agencies and units prioritize setting a good example, strengthen monitoring, reminding, and correcting the performance of officials, civil servants, and employees under their management in carrying out their duties, public service ethics, and administrative reform. At the same time, they must resolutely replace or transfer those who are sluggish, weak, violate public service ethics, or have a negative public opinion regarding their performance of duties.

In 2023, the Steering Committee for Administrative Reform of Nghe An province requested the transfer of two heads of departments at the provincial level who had been criticized for causing inconvenience to citizens and businesses during the process of handling their affairs.

The guiding principles of the provincial leadership have been thoroughly implemented and have created profound and positive changes in departments, agencies, and localities. In Hoang Mai town, Comrade Le Truong Giang – Secretary of the Town Party Committee – stated: Every year, the town links the ranking of officials and civil servants, especially the heads of Party committees and local governments, to the town's administrative reform assessment and scoring. In cases where the town has already assessed and ranked them, but the higher-level vertical agency assesses that the administrative reform does not meet the requirements, the town will consider downgrading the official or the head of that agency, unit, or locality.

In Tan Ky district, administrative reform is identified as a key task and a breakthrough area, and the district is determined and resolute in its leadership and direction. Accordingly, the district requires 100% of departments, sectors, and localities to review and supplement the content of leadership and direction in implementing administrative reform into their working regulations and assign responsibility to the heads of these agencies and units. The district also requires departments, sectors, and localities to develop plans to address shortcomings in administrative reform with a clear roadmap and effectiveness; clearly defining responsibilities and tasks.

The approach taken by Tan Ky district is to have heads of departments, divisions, and commune People's Committees sign commitments with the Chairman of the District People's Committee regarding the implementation of professional duties and administrative reform within their agencies, units, and localities. By the end of 2024, after evaluation, if any official fails to meet the job requirements, they will voluntarily resign or be reassigned to other positions.”

DECISIVE AND SYNCHRONIZED ACTIONS FOLLOWING THE "5 CLEAR" PRINCIPLES

To implement administrative reform solutions, the Provincial People's Committee directed departments and localities to proactively issue programs and plans and organize the synchronous implementation of administrative reform tasks. These programs and plans were developed and implemented effectively with the motto of "5 clear points": Clear work content - Clear advisory department - Clear individual leader/director - Clear completion time - Clear work output.

At regular meetings of the Provincial People's Committee, Chairman Nguyen Duc Trung instructed and requested agencies, units, and localities to accelerate administrative reform, focus on digital transformation, and strengthen the application of information technology to improve the efficiency of leadership, management, and handling of work, ensuring adherence to the motto "fast, accurate, and effective"; shifting from explanation and justification to solutions and problem-solving.

The special task force of the Provincial People's Committee, headed by the Vice Chairmen of the Provincial People's Committee, has directed and urged all sectors and levels to actively implement administrative reforms to serve socio-economic development.

Besides efforts to improve the PCI, PAPI, and PAR INDEX, in 2023, Nghe An province announced the results of the assessment of the Provincial Departments, Boards, and Local Authorities' Performance Index (DDCI). The Provincial People's Committee decisively directed all sectors and levels to focus on reviewing and continuing to advise the Chairman of the Provincial People's Committee to issue a Decision announcing the list of administrative procedures, approving internal processes, and electronic processes in resolving administrative procedures of agencies and units.

Units and localities have implemented digitalization and utilized the results of digitalization to improve service quality, shorten the time for processing documents, which in turn shortens the waiting time for policy resolution for citizens, minimizes travel costs, reduces the cost of delivering results, and allows for the reuse of digitized documents.

During the discussion, Director of the Department of Internal Affairs Nguyen Viet Hung stated that: To achieve effective administrative reform, the human factor is paramount; therefore, we must focus even more on improving public service ethics, and each official and civil servant must truly serve the people and contribute to the overall development of the province.

Furthermore, effective administrative reform requires information technology infrastructure and resources for implementation. All levels and sectors also need to do a good job of disseminating information about administrative reform and assigning specific responsibilities to each official and employee; researching and creatively applying legal regulations, while also proposing amendments to inappropriate or overlapping regulations to build a people-oriented and proactive administration.

This will contribute to the province's breakthrough in administrative reform, improving the investment and business environment, and striving to raise provincial competitiveness indicators such as PCI, PAR Index, and PAPI to the top group nationwide.
