The project has many "no's".
The Tra Bong River fishing port project was invested in by the Management Board of Dung Quat Economic Zone and industrial parks of Quang Ngai province. The project commenced in 2010, was completed and put into operation in 2013, covering an area of approximately 23 hectares, with a cost of nearly 185 billion VND.
When invested in, the Tra Bong River fishing port is expected to greatly serve the fishing industry for resettled households and people in the project area; ensure stable and long-term fishing activities; and provide a place to anchor and take shelter from storms...
With the above objectives, the project includes items such as: a resettlement area; a 128m long wharf and a 90m long wharf; a 1.4km long embankment; land leveling with an area of nearly 18,000m2; dredging of the loading and unloading area in front of the wharf and turning basin to ensure that ships up to 15m in length can dock; technical infrastructure works serving the fishing port…
However, after more than 10 years of operation, the pier is practically useless, failing to deliver on its expected purpose. Fishermen in Binh Chanh and Binh Dong communes (Binh Son district) reported that due to insufficient channel depth and the water area in front of the pier not meeting regulations, fishing vessels over 15 meters in length cannot enter or exit. Furthermore, the facility lacks an office building and storage areas for sorting fish.
For many years, in order to benefit from the policy, fishermen had to go all the way to Tinh Ky port or Tinh Hoa port ( Quang Ngai City) to trace the origin of their seafood.
“It takes an average of 3-3.5 hours to travel from Sa Can estuary to Tinh Ky fishing port. However, going from Tinh Ky port back to Sa Can estuary takes 6-7 hours due to the upstream current. It's very time-consuming and costly,” shared fisherman Huynh Vuong (Binh Thanh commune).
Many fishermen in the area who engage in offshore squid fishing have large boats with powerful engines operating continuously, and therefore they earnestly hope that the central and provincial governments will soon invest in the Sa Can fishing port.
After the Sa Can fishing port is invested in and put into operation, the Tra Bong River fishing port will be integrated into the Sa Can fishing port to form a port cluster that ensures both mooring and docking, departure, and loading/unloading of seafood...
According to statistics, Binh Son district currently has more than 1,300 fishing vessels, of which 580 are 15 meters or longer, mainly engaged in gillnet fishing, seine fishing, squid fishing, and diving... Due to the lack of a port, every time a vessel returns, the border guard force has to paddle out to the fishermen's boats anchored offshore to inspect them, which is very inconvenient.

In light of the above situation, the Vice Chairman of the Quang Ngai Provincial People's Committee, Tran Phuoc Hien, agreed to assign the Department of Agriculture and Rural Development (NN&PTNT) to take over, manage, and operate the Tra Bong River fishing port and bridge project as proposed by relevant departments, agencies, and localities.
At the same time, it is requested that the Management Board of Dung Quat Economic Zone and industrial parks in Quang Ngai province urgently hand over the Tra Bong River fishing port project to the Department of Agriculture and Rural Development of Quang Ngai province for management before November 1, 2024.
The Department of Agriculture and Rural Development is assigned as the investor to prepare investment procedures for upgrading the Tra Bong River fishing port to meet the criteria of a type III fishing port as stipulated in the Fisheries Law, and submit them to the competent authority for consideration and decision on investment in the period 2026-2030 to ensure effectiveness and create momentum for the development of the local marine economy.

The study examines the feasibility of constructing a fishing port on the Tra Bong River as a satellite port of the Sa Can fishing port to meet the immediate and long-term needs of fishermen in the project area.
Review relevant issues to propose to the Ministry of Agriculture and Rural Development to consider investing in the construction of Sa Can fishing port to leverage the advantages of the Tra Bong River, forming a fishing port to serve fishermen in the region, connected with a boat mooring area, meeting the needs of the people and serving the compensation and land clearance work in the Dung Quat Economic Zone.
"Based on the proposal from the Department of Agriculture and Rural Development, the Department of Planning and Investment is tasked with advising the Provincial People's Committee to submit it to the competent authority for inclusion in the province's medium-term public investment plan for the period 2026-2030 and prioritize its implementation in 2026, as a basis for implementation in accordance with regulations," Mr. Tran Phuoc Hien requested.
