On October 8th, the Steering Committee for Support and Resettlement of Construction Projects in Bien Hoa City ( Dong Nai Province ) held a meeting with relevant units to resolve obstacles and expedite the construction of infrastructure in the resettlement area.
City leaders have requested that the Thong Nhat - Tan Mai resettlement area be put into operation by early 2025.
According to the steering committee, Bien Hoa city is currently constructing five infrastructure projects for resettlement areas: Thong Nhat and Tan Mai resettlement areas; Tan Hanh; Tan Bien; Quang Vinh; and Buu Hoa. To date, only two projects have completed their infrastructure: the Quang Vinh and Tan Bien resettlement areas.
After hearing the report, the steering committee members requested the Bien Hoa City Project Management Board to complete and hand over the Buu Hoa resettlement area in November 2024. Simultaneously, they requested the handover of the Tan Hanh resettlement area in February 2025 to stabilize the lives of the residents. As for the Thong Nhat and Tan Mai resettlement areas, they are still facing issues with the wastewater treatment system and incomplete infrastructure, therefore they cannot be handed over yet.
Mr. Vu Quoc Thai, Vice Chairman of the Bien Hoa City People's Committee, said that specific responsibilities and tasks will be assigned to each unit. City leaders will also hold weekly progress meetings to review completed work and address any continuously arising obstacles. The goal is to start and complete 3 out of 12 resettlement projects in 2025.
"Officials and specialists in various units and sectors must be held accountable to the City Party Committee and the City People's Committee. Those who fail to fulfill their assigned duties will also be considered for replacement," Mr. Thai said.

Mr. Ho Van Nam, Secretary of the Bien Hoa City Party Committee, requested the city's People's Committee leaders to assign specific responsibilities to relevant units, sectors, and localities in continuing to focus on implementing the remaining area of the Thong Nhat and Tan Mai resettlement zones, striving to complete them in the second quarter of 2025.
In addition, it is necessary to expedite land clearance for resettlement areas to ensure early construction and housing for people who give up their land for projects.
"Resettlement areas in the city are not simply about providing housing for displaced households, but also about contributing to the modernization and improvement of residential areas. Therefore, the consulting, design, and construction must be thorough and of high quality. Resettlement areas must be seamlessly connected to surrounding amenities so that people can move to a better place than their old home. We must avoid the situation where resettlement areas are built but remain uninhabited," Mr. Nam requested.
Currently, Bien Hoa City is undertaking a series of major projects such as the central city arterial road with Thong Nhat Bridge; the Dong Nai River embankment road; the Cai River embankment road; river embankments; provincial road 2; and the Vam Cai Sut Bridge… To implement these projects, the local authorities have had to reclaim large areas of land and arrange resettlement for residents who give up their land for the projects. In the next phase, the city needs over 1,000 resettlement plots.
