The program aims to thoroughly grasp and seriously implement the goals, requirements and key solutions of Directive No. 23, creating strong and positive changes in ensuring traffic order and safety, persistently building a culture of law compliance and civilized behavior when participating in traffic. At the same time, sustainably reduce traffic accidents and fundamentally limit traffic congestion, towards a safe, convenient and environmentally friendly transport system.
Traffic congestion is a problem in big cities like Hanoi and Ho Chi Minh City.
In addition to focusing resources on building and developing infrastructure, enhancing the application of science and technology, and international cooperation in the field of transport, the Government requires relevant units to improve their management and operation capacity, and coordinate forces in ensuring traffic order and safety.
Specifically, the Ministry of Transport needs to quickly develop a comprehensive strategy for developing service industries; promote restructuring of transport services towards reducing the market share of road transport, promoting the increase of market share of air, rail and inland waterway transport based on modern technology and digital technology.
Coordinate with localities in the management and development of urban transport towards civilization, modernity, and environmental friendliness, taking public transport as the foundation; build and complete large-volume passenger transport routes in type 1 cities. In particular, it is necessary to focus on accelerating the completion of the urban railway network in Hanoi and Ho Chi Minh City; organize transport in the direction of encouraging the increase of public passenger transport rates in accordance with the conditions of each locality; have a roadmap to increase the usage rate, moving towards mainly using environmentally friendly means.
At the same time, organize traffic reasonably, scientifically, in accordance with infrastructure conditions, strictly implement regulations on traffic safety corridor management; regularly review, detect and promptly overcome limitations and inadequacies in traffic organization and "black spots" on traffic routes...
