Be proactive and ready to respond to storm No. 11 (storm Matmo)

Comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister , Deputy Head of the National Civil Defense Steering Committee chaired the meeting. Comrade Nguyen Manh Tuan, member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired at the Tuyen Quang bridge. Also attending the meeting were Comrade Van Dinh Thao, member of the Provincial Party Committee Standing Committee, Director of the Department of Finance and leaders of relevant departments and branches.

According to the National Center for Hydro-Meteorological Forecasting, at 1 p.m. on October 3, the center of storm No. 11 was located at about 15.1 degrees North latitude; 126.4 degrees East longitude, in the sea east of the Philippines. The strongest wind near the center of the storm was level 8 (62-74 km/h), gusting to level 10; moving in the West Northwest direction, at a speed of about 25 km/h. Storm Matmo is forecast to move quickly and tend to strengthen: At 1 p.m. on October 3, the storm will make landfall in the northern part of Luzon Island (Philippines), at level 9, gusting to level 11. At 1 p.m. on October 4, the storm will enter the East Sea, about 430 km northeast of the Paracel Islands, at level 10-11, gusting to level 13. At 1 p.m. on October 5, the storm will continue to move west-northwest, affecting the southern part of Leizhou Peninsula (China), at level 12, gusting to level 15.

Due to the influence of the storm, from noon and afternoon of October 3, the eastern sea area of the North East Sea will have winds gradually increasing to level 6-7, then increasing to level 8-9; the area near the center of the storm will have strong winds of level 10-11, gusts of level 12, waves 4-6m high, and rough seas. During October 4-5, the North East Sea area will be susceptible to strong winds of level 11-12, gusts of level 15. Ships operating in the dangerous area need to be extremely cautious of storms, whirlwinds, strong winds and big waves.

Comrade Nguyen Manh Tuan, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee spoke at the Tuyen Quang bridge.

Speaking at the meeting, Mr. Nguyen Manh Tuan, Standing Vice Chairman of the Provincial People's Committee, said that Tuyen Quang has directed the forces to strictly maintain the on-duty regime, regularly monitor and review response scenarios, plans to evacuate people to safe places; prepare reserve supplies, boats and vessels for rescue and relief. In particular, the province is mobilizing maximum human resources and means to urgently search for missing people due to the impact of storm No. 10. Tuyen Quang agrees with the plan to maintain the bottom discharge gates of Tuyen Quang hydropower reservoir, ensuring the safety of the project and the downstream area in the context of storm No. 11 having the potential to directly affect.

Immediately, the province will promptly allocate the central government's support resources to localities to overcome the consequences of natural disasters. Tuyen Quang is urgently reviewing and fully calculating the damage caused by storm No. 10 to report, and at the same time, recommending the Government to pay attention to supporting resources to overcome immediate difficulties, ensuring stability of people's lives and production activities.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha shared the difficulties of localities affected by heavy rains caused by storm No. 10, and emphasized the spirit of "proactiveness and highest response readiness" to minimize damage caused by storm No. 11.

He requested ministries, branches and localities not to be subjective, closely monitor the storm's developments; forecasting work must promptly warn and provide the fastest information to people, ship and boat owners; and prepare plans to ensure safety for people, infrastructure works, irrigation dams, hydropower plants, power grids and communications.

The Deputy Prime Minister also noted that localities should prepare response scenarios before, during and after the storm (calculate plans to assign forces and means on the spot; identify vulnerable areas; evacuate people from dangerous areas; prepare adequate medical supplies, food, etc.).

Ministries and sectors should proactively coordinate with localities to regulate the water level of hydroelectric reservoirs in optimal flood discharge and flood control to both protect the works and limit damage caused by flooding in downstream areas. Along with that, ministries, sectors and border provinces need to proactively contact the Chinese side to have early information about flood discharge on the other side to have appropriate response plans, not to be passive and surprised.

The Deputy Prime Minister requested coastal localities to be resolute in evacuating and guiding boats to safe shelters; if necessary, coercive measures can be applied to ensure the safety of fishermen, and resolutely not let people stay on boats when the storm makes landfall.
