No company is operating at full design capacity.
Reporting at the meeting, Director of the Department of Agriculture and Environment of Can Tho City, Ngo Thai Chan, said: Recently, the Department has advised the People's Committee of Can Tho City to issue 7 confirmation copies to the contractor for the construction of component project 4 of the Chau Doc-Can Tho- Soc Trang expressway, phase 1.
In addition, the People's Committee of Soc Trang province (formerly) has extended 2 licenses for exploiting river sand to serve component project 4 and Dai Ngai bridge project.
Thus, the total reserve of river sand granted and extended for these 9 sand mines is nearly 9 million m3, the quantity exploited and supplied for component projects 4 of the Chau Doc-Can Tho-Soc Trang expressway is only about 2.2 million tons (until September 2, 2025).
Regarding the sea sand mine, the People's Committee of Soc Trang province (previously) granted a sea sand mine in Sub-area B1.4 with a reserve of 2 million m3 to Construction Corporation No. 1 to exploit and supply for component project 4 of the Chau Doc-Can Tho-Soc Trang expressway, but up to now the contractor has not yet started exploitation.
It is worth mentioning that, among the 9 licensed river sand mines, there are companies that have committed to the locality for a long time, have met many times with the city leaders but have not yet exploited sand or have exploited it in moderation. This has caused a shortage of sand as construction materials for the national key highway Chau Doc-Can Tho-Soc Trang, which must be completed in 2026.
Accordingly, all companies are exploiting sand below the design capacity licensed by the city, affecting the sand supply for this important project. The highest mining company only reached 61%, there are companies that do not exploit such as My Da Company which is licensed to have 2 mines but 1 mine is exploiting at a moderate level (reaching 11% of the licensed reserve), 1 mine has not started exploitation yet.
At the meeting, representatives of some companies/contractors gave many reasons to justify not exploiting the full design capacity and reserves of the sand mine such as the city had just issued a provisional sand price, difficult mining conditions, and the technical and economic norms of some items had not been approved...
Invite inspectors and police to investigate and clarify
Speaking at the meeting, Chairman of Can Tho City People's Committee Tran Van Lau frankly criticized the city's departments and branches for not sticking to their work, low working spirit, many issues were not reported to the city in time for solutions, contractors and departments "blamed" each other about some documents and papers...
Accordingly, in addition to objective causes of sand quality, mining depth, and merging provinces, subjective causes are still fundamental.
"Some state management agencies and contractors work irresponsibly and without conscience, leading to the situation of exploitation not being able to meet the design capacity and licensed reserves. There are situations where they do not do anything, nor do they report back to the leaders for solutions. We are determined not to let this situation happen again. We must seriously review it, and possibly invite inspection and investigation agencies to investigate to clarify the cause, determine responsibility and handle it. Because this is a national key project, a traffic artery for the development of the whole region, the progress of the project cannot be delayed," the Chairman of the People's Committee of Can Tho City clearly stated.
At the same time, this also affects the disbursement of state capital, which does not meet the targets assigned by the Government to localities, so a review is inevitable.
The Chairman of the People's Committee of Can Tho City requested that departments and branches must follow up on work, report daily and weekly progress, coordinate with sand mining contractors to handle work promptly and quickly for the common benefit of the people, for the development of the whole area, if any problem is beyond their authority, they must report to the People's Committee to ask for the opinion of the Standing Committee of the City Party Committee for consideration and resolution.
At the same time, it is required to speed up the progress of sand mining for highway construction with specific determination, signed contracts, if any company intentionally fails to do so, the inspectors and police will be directed to investigate and clarify the cause for strict handling. If violations by contractors affect the delay in progress, they will be investigated clearly for criminal handling.
For some companies and contractors that are slow to exploit sand for the project, consider revoking the project to assign another company with sufficient capacity to carry it out.
