On August 8, Lam Dong Provincial People's Council held a meeting with voters after the 2nd Session, Term X in a combination of direct and online formats at 10 locations across the province. This is the first time Lam Dong province has applied this new format, marking a strong shift in innovation in leadership methods and outreach to the people.

The conference was attended and chaired by Mr. Tran Hong Thai, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Ms. Pham Thi Phuc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; Mr. K'Mak, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; Mr. Y Quang BKrong, Vice Chairman of the Provincial People's Council, along with leaders of relevant departments, branches, and leaders of the province's wards in Da Lat.
At the meeting, Mr. Y Quang BKrong, on behalf of the Standing Committee of the Provincial People's Council, reported to voters on the results of the session. Accordingly, at the 2nd Session, the Provincial People's Council announced the resolution of the National Assembly Standing Committee on key personnel work and the People's Council Committees of the 10th term for the 2021-2026 term.

Four important resolutions were passed by the Provincial People's Council, including: Resolution on establishing the Committees of the 10th Provincial People's Council; Resolution on establishing the Office of the National Assembly Delegation and the Provincial People's Council; Resolution on organizing specialized agencies under the Provincial People's Committee; Resolution on the plan to organize regular meetings in 2025.

In addition, the meeting reviewed the socio -economic development, national defense and security situation in the first 6 months of the year; set out the direction for the last 6 months of 2025 with notable targets.
The province also determined to focus on removing difficulties in key projects such as aluminum electrolysis, wind power, bauxite, titanium, while promoting digital transformation, restructuring the agricultural sector, developing the night-time economy, tourism, e-commerce and solving infrastructure bottlenecks...
At the Nam Gia Nghia Ward bridge, many opinions reflected urgent social issues.



Voter Tran Thi Hoa requested the authorities to quickly complete the road connecting Truong Xuan commune because it is muddy, affecting students' ability to go to school.
Voter Vuong Van Nam was upset because National Highway 28 was seriously degraded, affecting the transportation of agricultural products, tourism, and traffic safety. Voter Dang Thi Quyen raised the issue of personal data security on VNeID and difficulties in connecting administrative data. Voters expressed concerns about the financial mechanism when implementing 2-session teaching/day and proposed transferring the Provincial Sports Training Center to the locality to serve community activities.
In Quang Truc commune , opinions focused on the following groups of issues: Lack of residential land and production land for households affected by natural disasters, landslides and households living on land of Regiment 726 and Nam Tay Nguyen Forestry One Member Co., Ltd. Need to renovate and repair many internal roads to serve production. Request to re-plan residential areas, markets and expand traffic infrastructure connecting with Dong Nai province. Proposal to support the removal of temporary houses for 60 households waiting for resettlement land in phase 2 of the border area.

In Phan Thiet Ward, voters expressed their frustration because the land use right certificate application of Mr. Nguyen Minh and Ms. Phan Thi Ty's family was slow to be processed even though they had completed their financial obligations nearly a year ago.
In Phu Quy Special Zone, voters reported the delay in paying fuel to support offshore fishermen according to Decision 48/2010/QD-TTg, which greatly affected their lives. At the same time, they proposed extending the lease of coastal land to continue production and business.

In Cat Tien commune, people requested investment in facilities for schools because many schools cannot meet the demand for two sessions per day.
Through records, there were 25 speeches with more than 70 contents from voters at 10 connecting points. Voters reflected many pressing issues at the grassroots level.
Notably, the traffic infrastructure is seriously degraded on many inter-commune and inter-village roads, intra-field roads, and suspension bridges, causing unsafety and traffic obstruction; it is necessary to soon upgrade, expand, and relocate unsafe electric poles, invest in roundabouts, and new markets. Some areas have blurred crosswalks, high traffic volume, and potential accident risks; many sewers discharge directly onto the road surface, causing pollution; old electric wires and telecommunication cables are not cleaned up after road repairs. In addition, there is a lack of electricity and clean water supply for residential areas, limited water sources for irrigation, and it is necessary to build more small dams.

Land management still has many problems when many households have not been granted or changed land use right certificates because the land belongs to forestry farms, project land or the application process is slow. People have proposed to separate forest areas to be granted certificates, simplify procedures, and consider granting certificates for reclaimed areas that have been cultivated for decades. Some coastal lease contracts have expired and have not been renewed, making people feel insecure about investing, hoping for long-term leases to stabilize their livelihoods.

Regarding social security, many households have been affected by natural disasters and have been relocated for many years but have not been allocated land for housing or production; the implementation of support for the removal of temporary and dilapidated houses is still slow. People proposed to increase the allowance for village and residential group officials, promptly support special associations after the merger, resolve the regime for those who take care of martyrs who are not biological children, study to increase the support level for people who retired before 1995, and overcome the situation of delayed pension payments after the merger.

In the field of education, voters are concerned about the funding source for implementing two-session teaching/day from the 2025-2026 school year; they request attention to investment, especially when many schools still lack classrooms, functional rooms, and degraded facilities. In addition, people request the handover of the provincial sports center to local management to serve the needs of physical training and community activities. Regarding administrative procedures, there is still a situation of issuing citizen identification cards with incorrect identification numbers that has not been resolved for a long time, and the connection and sharing of data is not effective, causing inconvenience to people when using public services.
After receiving and explaining the contents under the authority of the departments: Agriculture and Environment, Finance, Home Affairs, Construction, Education and Training... Chairman of the Provincial People's Council Tran Hong Thai spoke to receive and acknowledge many valid and practical opinions, highlighting the shortcomings and difficulties after the merger and operation of the 2-level government.

In his concluding remarks, Chairman of the Provincial People's Council Tran Hong Thai emphasized: This meeting has special significance as it takes place after the merger of the three provinces of Lam Dong, Binh Thuan and Dak Nong - a new provincial-level administrative unit with a large area, population and diverse regional characteristics.
He said that the contents of voters' reflections are classified, compiled and forwarded to competent authorities for resolution by the Standing Committee of the Provincial People's Council. The Provincial People's Council will strengthen supervision of the progress of petition resolution and publicize the results for people to easily follow.
The Chairman of the Provincial People's Council also pointed out some major orientations: Promote the application of information technology in state management and handling administrative procedures. Focus on thoroughly handling problems related to land, red books, and planning. Prioritize investment in rural infrastructure, schools, and medical stations. Innovate the government in the direction of service, transparency, and responsibility.
We do not accept the situation of shirking responsibility or giving general responses. Each issue raised by voters must have a specific solution, a roadmap, and a clear progress report.

This meeting with voters is not only an opportunity to listen to the people's thoughts and aspirations after the People's Council session, but also a testament to the innovation in the activities of elected bodies: enhancing dialogue, information transparency and improving accountability.
The Chairman of the Provincial People's Council expressed his view: Listening to the people is not just a formal action, but must be accompanied by practical and effective actions. Each opinion of voters is a message about life, a reflection of objective reality that the government needs to respect. Lam Dong Provincial People's Council affirmed its commitment to continue to strengthen diverse and flexible forms of voter contact, improve the quality of feedback and supervision responsibility after receiving petitions. All settlement roadmaps must be public and transparent for people to follow and supervise. Do not allow "administrative freeze" to occur, prolonging the settlement time without justifiable reasons. Long-standing issues that are repeated many times in meetings will be included in the key supervision of the Provincial People's Council.
The Provincial People's Council affirmed that it will continue to accompany voters, stay close to real life, and constantly improve institutions and mechanisms so that people's petitions are not only listened to, but also handled promptly, responsibly and effectively.
