(NLDO) - Thu Duc City is the first locality that Mr. Nguyen Van Duoc visited and worked in his position as Chairman of the Ho Chi Minh City People's Committee.

On the afternoon of March 5, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc worked with Thu Duc City on socio-economic development tasks and progress of the implementation of the Thu Duc City master plan.

After listening to Thu Duc's report, recommendations and opinions from departments and branches, the Chairman of the Ho Chi Minh City People's Committee assessed that Thu Duc has an important role and position in the overall development of Ho Chi Minh City today.

"The first department and agency I visited and worked with was the Department of Transport and Public Works; the first locality was Thu Duc City. This shows the importance and contribution of the two units that I chose first. Ho Chi Minh City is a special city, the center, the locomotive of the whole country, while Thu Duc is a special city, the first model of a city within a city in the whole country" - Chairman of Ho Chi Minh City People's Committee shared.

Specifically, Thu Duc City needs to improve its administrative reform index and competitiveness index. When Ho Chi Minh City announced the DDCI Index - competitiveness at the department, industry, district and county levels in 2024, this index in Thu Duc was low.

The Chairman of the Ho Chi Minh City People's Committee said he was surprised because Thu Duc City has made great contributions to Ho Chi Minh City. This also shows that there are still many points that need to be overcome in terms of administrative reform, public ethics, and the service attitude of officials and civil servants towards the people and businesses.

"Thu Duc City must, together with Ho Chi Minh City, gradually eliminate the mechanism and mindset of asking and giving to create an administrative system that considers people and businesses as the center and service objects" - the Chairman of Ho Chi Minh City People's Committee directed.

He said that if the locality has good planning and space but businesses do not come to invest, then what should be done to change and improve the investment environment? Businesses are the driving force for development, they must "please visitors when they come and satisfy visitors when they go".

The Chairman of the Ho Chi Minh City People's Committee also said he has thoughts on the development strategy of Thu Duc City according to the 1-4-1 model.

The Chairman of the Ho Chi Minh City People's Committee noted that Thu Duc City focuses on many projects, so site clearance is very important. "We must be proactive, proactive and flexible in site clearance, not wait. For example, at the An Phu intersection, if there are unresolved problems, we must find a way. We have nothing to fear for the common good" - Mr. Nguyen Van Duoc clearly stated.

The Chairman of the Ho Chi Minh City People's Committee also said that Thu Duc City needs to work with Ho Chi Minh City to resolve the "blood clot" of about 751 projects that are still facing difficulties and problems. Of these, Thu Duc City has more than 130 projects.

"To achieve double-digit growth, we need to boost public investment and unlock resources to increase budget revenue. Public investment projects will help localities grow and generate revenue, solving both immediate and long-term problems," said Mr. Nguyen Van Duoc.

Regarding Thu Duc City planning, the Chairman of the Ho Chi Minh City People's Committee requested Thu Duc City to quickly complete 9 1/2000 scale zoning plans to call for investment.
