Many children in the capital were present at the Presidential Palace, waving the flags of both countries to welcome President Emmanuel Macron and his wife and the high-ranking French delegation.
The motorcade escorting the French President and his wife entered the Presidential Palace.President Luong Cuong and his wife were present on the red carpet to warmly welcome them. Afterwards, the children of the capital came forward to present President Emmanuel Macron and his wife Brigitte Macron with fresh bouquets of flowers.

To the sound of welcoming music, President Luong Cuong and President Macron walked along the red carpet to step onto the podium of honor.
After listening to the national anthems of both countries, the two leaders left the podium, bowed to the military flag and inspected the Guard of Honor of the Vietnam People's Army. Next, President Luong Cuong and the French President introduced the high-ranking delegations of the two countries attending the welcoming ceremony.




After the welcoming ceremony, President Luong Cuong and President Emmanuel Macron held talks to evaluate the results of cooperation between the two countries in recent times and propose directions for future cooperation.
At the talks, President Luong Cuong emphasized the close historical and cultural ties between the two countries; affirming that the visit is a clear demonstration of the determination to bring the Vietnam-France Comprehensive Strategic Partnership into reality and effectiveness.
France has always held an important position in Vietnam's foreign policy. It is the first EU country with which Vietnam has a Comprehensive Strategic Partnership, the highest level of relationship.
Vietnam always attaches importance to developing multifaceted cooperation with France and supports France's important role in international organizations.


President Macron expressed his impression of Vietnam's rapid and strong development and outstanding socio -economic achievements.
The President affirmed that France wishes to strengthen cooperation with Vietnam in health, education, culture and expand new areas of cooperation such as infrastructure, urban transport, aerospace, new energy, historical memory, etc.
The two leaders informed each other about the economic and social situation of each country; assessed the development of bilateral relations, and discussed and agreed on major cooperation directions.
President Luong Cuong and the French President also agreed that the two countries need to continue implementing signed agreements in areas of cooperation in defense and security, including the fight against cross-border crimes.
The two leaders agreed to promote trade and investment; effectively implement and exploit the Vietnam - EU Free Trade Agreement.
France will push for the early ratification of the EU-Vietnam Investment Protection Agreement, urge the European Commission to soon remove the IUU “yellow card” on Vietnamese seafood products, and create conditions for Vietnam to increase seafood exports to the French and EU markets.


The two sides agreed to promote cooperation in science and technology, innovation, artificial intelligence, semiconductors and digital transformation, especially in training high-quality human resources; at the same time, expand cooperation in scientific research, promote technology transfer and mastery, and invest in developing digital infrastructure.
Vietnam proposed that France continue to support development cooperation through ODA funding and preferential loans from the Government for projects on enhancing climate change resilience and improving the quality of human resources in the energy sector; France continues to support Vietnam in implementing specific projects within the framework of the Just Energy Transition Partnership (JETP).
Discussing regional and international issues of mutual concern, President Luong Cuong affirmed that Vietnam firmly adheres to the "4 no's" defense policy in international relations.
The two sides emphasized the essential role of multilateralism, in which the United Nations holds a central position.
President Macron affirmed his support for ASEAN's stance on the East Sea.

Previously, French President Emmanuel Macron and his wife Brigitte Macron laid wreaths at the Monument to Heroes and Martyrs; laid wreaths and visited President Ho Chi Minh's Mausoleum.




Vietnam and France established diplomatic relations on April 12, 1973, becoming Strategic Partners in 2013 and Comprehensive Strategic Partners in October 2024. France is the first EU country to have the highest level of relations with Vietnam.
France is Vietnam's 5th largest European trading partner, with trade turnover reaching 5.42 billion USD in 2024.
The Vietnamese community in France currently has about 350,000 people, the largest Vietnamese community in Europe, including 50,000 intellectuals and thousands of businessmen.
