National Assembly Chairman Vuong Dinh Hue delivered a speech at the Institute for Political and International Relations Studies, Ministry of Foreign Affairs of Iran.
Before scholars, researchers, and Iranian ambassadors who had served in countries around the world, National Assembly Chairman Vuong Dinh Hue delivered an important speech on the "Vietnam-Iran cooperation for peace and development" relationship.

Sharing Vietnam's story and its path forward, National Assembly Chairman Vuong Dinh Hue informed: Since 1986, Vietnam has chosen the path of comprehensive and synchronized reform. In reality, this has proven to be a completely correct choice given the conditions and circumstances of a poor, backward country, heavily devastated by war, and subjected to harsh embargoes and sanctions. Vietnam has risen to achieve tremendous, historically significant accomplishments, becoming a developing country with a middle income and strong, deep integration into the international community. After 35 years of reform, from 1986 to 2021, Vietnam's economy has consistently grown at an average rate of approximately 6% per year for decades, with its economic size increasing twelvefold. GDP per capita reached US$4,163 in 2022. Today, Vietnam has trade relations with over 220 countries and territories, with trade turnover reaching US$730 billion in 2022; total foreign direct investment (FDI) reached nearly US$450 billion with 37,000 projects from 143 countries and territories, ranking Vietnam among the top 20 most successful countries in the world in attracting FDI. The national poverty rate decreased from 58% in 1993 to 2.23% in 2021 according to the new multidimensional poverty standard of the United Nations. During the Covid-19 pandemic, in 2021-2022, Vietnam steadfastly pursued a "dual goal" of disease prevention and control alongside socio-economic recovery, achieving impressive results. In 2022, Vietnam's GDP growth reached 8.02%. Inflation has been kept low at 3.15%. Despite being a latecomer, Vietnam has administered 260 million doses of the Covid-19 vaccine to its population of nearly 100 million people, becoming one of the six countries with the highest vaccine coverage in the world. Despite many challenges, Vietnam continues to prioritize social welfare, ensuring that no one is left behind.
To achieve these comprehensive and encouraging accomplishments, the Speaker of the National Assembly emphasized the lesson learned from practice: steadfastly upholding the leadership role of the Party, the Government, and the National Assembly of Vietnam with the spirit of putting the people first.
According to the Chairman of the National Assembly, Vietnam is focusing on implementing three strategic breakthroughs: comprehensively improving institutions, developing human resources, and building a synchronous and modern infrastructure system. Vietnam consistently pursues an independent, self-reliant, peaceful, friendly, cooperative, and developmental foreign policy, multilateralizing and diversifying, and actively and proactively integrating into the international community comprehensively, deeply, and effectively.
In the spirit of being a friend, a trusted partner, and an active and responsible member of the international community, Vietnam has been implementing a comprehensive and synchronized approach across all pillars: Party diplomacy, State diplomacy, Parliamentary diplomacy, Government diplomacy, and people-to-people diplomacy.
The Speaker of the National Assembly emphasized that Vietnam has always proactively and actively participated and contributed with the highest sense of responsibility to common efforts, successfully fulfilling its responsibilities in many important multilateral mechanisms, implementing its commitment to achieving net emissions of zero by 2050, and participating in United Nations peacekeeping forces.
* On August 9-10, National Assembly Chairman Vuong Dinh Hue and a high-level delegation from the Vietnamese National Assembly witnessed the signing of cooperation documents between the two countries; attended the opening ceremony of the Vietnam Culture Week in Iran to commemorate the 50th anniversary of the establishment of diplomatic relations between Vietnam and Iran (an event organized by the Ministry of Culture, Sports and Tourism in coordination with the Vietnamese Embassy in Iran and several Iranian units); and visited and worked at the Iran Innovation and Technology Center (IHIT), one of the leading organizations in the region for researching, promoting, and exporting innovative and high-tech products and services from Iran.
