Binh Dinh Province Chairman requests to speed up land price calculation for many projects
The Chairman of the People's Committee of Binh Dinh province continues to request the determination of the starting price for the K200 land plot and the land plot at 72B Tay Son street so that they can be put up for auction soon to implement the project.

Recently, voters in Nguyen Van Cu ward, Quy Nhon city, petitioned the People's Committee of Binh Dinh province to promptly direct the implementation of the investment plan for the currently unused land area, K200, to avoid waste.
In response to voters' petitions, the People's Committee of Binh Dinh province stated that in September 2023, the Provincial Land Fund Development Center organized an auction for the K200 land plot (over 1 hectare in area). By the deadline for submitting applications, only two investors had submitted applications to participate.
However, the evaluation results showed that the applications of the two investors did not meet the regulations. Therefore, the Provincial Land Fund Development Center continued to announce the auction in November 2023, but by the deadline for submitting auction applications, no investors had registered to participate.
In 2024, the People's Committee of Binh Dinh province continued to assign the Provincial Land Fund Development Center to preside over the auction. Currently, the Department of Natural Resources and Environment is hiring a consulting unit to calculate land prices for auction according to current regulations, and it is expected that the calculation will be completed and the auction will be held in the third quarter of 2024.
Regarding the land use rights auction in 2024, recently, Mr. Pham Anh Tuan, Chairman of the People's Committee of Binh Dinh province, also instructed the Economic Zone Management Board to urgently work with investors to review and complete land-related documents and procedures, and proceed with land allocation, land use fee calculation, and land lease (if any) for the project to convert a portion of the Nhon Hoi Commercial - Service - Tourism Center project to urban residential land in accordance with regulations.
Furthermore, the Economic Zone Management Board is urged to promptly organize the determination of financial obligations arising from the MerryLand Quy Nhon Tourism , Commercial and Entertainment Complex Project, and submit it to the Provincial People's Committee for consideration and approval in September 2024; and report the (expected) progress of determining the specific land prices of each project under its management to the Department of Natural Resources and Environment before September 10, 2024.
The Provincial Land Development Center is requested to urgently complete the dossiers and procedures for auctioning the land plots in 2024 (including 11 land plots for projects with an area of over 20.9 hectares, with a total expected revenue of 923.7 billion VND). Initially, the Provincial Land Development Center is tasked with focusing on organizing the auction of land use rights for the Commercial Apartment Complex Project along Huynh Tan Phat Street, Dong Da Ward, Quy Nhon City (by the end of 2024, the land use fee revenue for this project is expected to reach approximately 40 billion VND).
The Chairman of the People's Committee of Binh Dinh province also instructed the Department of Natural Resources and Environment to take the lead and coordinate with relevant agencies and units to urgently hire a consulting firm to appraise the starting price for the two projects in Quy Nhon City.
This includes the Project to build a 5-star standard hotel, office space for rent, and a Commercial and Service Center (Land plot K200), Nguyen Van Cu ward; and the Project to build a mixed-use apartment building on land plot No. 72B Tay Son street, Ghenh Rang ward, Quy Nhon city, to soon organize the auction of land use rights for the project; a report on the implementation results will be submitted in September 2024.
Regarding these two projects, on May 22, 2024, the Chairman of the People's Committee of Binh Dinh province also assigned the Department of Natural Resources and Environment to carry out similar work, with a completion time of June 2024.
"Focus on determining specific land prices to calculate land use fees and land lease fees for projects that have been allocated or leased land by the state in the province; compile and report the (expected) progress of determining specific land prices for each project under the assigned functions and tasks to the Provincial People's Committee in September 2024," Mr. Pham Anh Tuan instructed the Department.
