By June 3, the whole province had only prepared land for sowing and planting rice on 36.7% of the area.
Summer-autumn crop production in 2025 is forecasted to face many difficulties and major challenges, including high temperatures, the risk of prolonged heat waves in June and July 2025, storms and tropical depressions forecast to be higher than the average of many years, some diseases may arise and cause harm affecting the growth, development, productivity, and output of crops and livestock; spring rice will be harvested late.
Implementing Directive No. 58-CT/TU dated June 3, 2025 of the Provincial Party Standing Committee on focusing on strengthening leadership and direction to promote production in the 2025 summer-autumn crop, the Chairman of the Provincial People's Committee requested directors and heads of departments and branches; chairmen of district-level People's Committees and chairmen of commune-level People's Committees to continue to focus on, direct and seriously implement the contents of the telegrams of the Provincial Party Committee and the Provincial People's Committee; at the same time, effectively organize and implement key orientations, goals, tasks and solutions related to the fields of agriculture and environment according to the resolutions of the Provincial People's Council.
In particular, the Chairman of the District People's Committee directs the functional departments and branches; the Chairman of the Commune People's Committee focuses on directing the assignment of tasks and specific areas, ensuring proactiveness, continuity, smoothness, and no interruption in the process of organizing and implementing the 2025 summer-autumn crop production when implementing and after arranging the organization of the 2-level local government apparatus, ensuring the completion of the set goals and targets. Focus on directing, urging, and guiding localities and people to mobilize maximum machinery and human resources to quickly harvest the 2025 spring crops and select locations and storage locations to ensure safety, especially in case of rain, storms, and floods; make the most of available water resources in the fields to speed up the progress of land preparation and planting the 2025 summer-autumn crop.
Actively coordinate closely with irrigation companies and local electricity branches to ensure power supply for pumping stations and review and balance water sources, open water, create sources, and pump water; it is necessary to promptly establish field pumping stations, with the motto of taking water for seasonal operations.
Focus on directing the simultaneous planting of summer-autumn rice, prioritizing the use of short-term varieties in low-lying areas, flooded summer-autumn areas, and areas at risk of being affected by late-season rain and floods; strive to end the planting season before June 15, 2025, achieving the planned area target, ensuring harvest before September 10, 2025.
Direct the implementation of the plan to convert crop structure and crop seasons on rice-growing land, especially in inefficient production areas and areas at risk of drought, and not leave land areas eligible for production fallow; organize and synchronously deploy solutions on seasons, seed structure, cultivation techniques, care, management, livestock development, and prevention and control of pests and diseases; localities with outbreaks of dangerous infectious diseases, especially African swine fever, urgently focus on handling them thoroughly, not allowing the disease to break out and spread widely; organize a review to grasp fluctuations in the total livestock herd, closely monitor the disease situation, organize vaccination for livestock herds in 2025, ensuring requirements for disease prevention and control; strengthen control of trading, transportation, and slaughter of animals and animal products.
Strengthening state management, strictly controlling seeds, materials, fertilizers, and pesticides to ensure origin and quality to meet production needs in the area. Promoting the transfer, application of scientific advances and digital transformation; encouraging and attracting investment enterprises, promoting production linkage activities associated with processing and consumption of agricultural products according to the value chain linked with enterprises to improve production efficiency and increase income for people.
Continue to direct the effective implementation of land consolidation, plot exchange, concentration and accumulation according to Resolution No. 06-NQ/TU dated November 18, 2021 of the Provincial Party Committee, Resolutions of the Provincial People's Council on support for land consolidation and accumulation and regulations on management and use of funds to support the protection of rice-growing land.
The Director of the Department of Agriculture and Environment directs relevant departments and units to coordinate with localities to guide and urge the quick harvest of spring rice, speed up the progress of land preparation and planting of summer-autumn rice to ensure the season and variety structure. Establish a team to inspect the quality of seeds and agricultural materials for summer-autumn production; detect and strictly handle organizations and individuals who violate the law. Implement well the work of forecasting, proactively warning, guiding management measures and timely prevention of diseases on crops and livestock, protecting production safety.
Check the irrigation system from the main to the canals, regulate to ensure timely, sufficient and most economical irrigation; pay attention to directing the unfinished irrigation works, resolutely not to affect the water supply to the fields. Proactively review and advise the Provincial People's Committee to direct the synchronous implementation of solutions on prevention, response and timely response to natural disasters.
Inspect and urge localities to focus on accelerating the implementation of the policy of land consolidation, plot exchange, concentration and accumulation of land to ensure the goals and targets according to Resolution No. 06-NQ/TU dated November 18, 2021 of the Provincial Party Executive Committee and support policies according to the Resolutions of the Provincial People's Council.
Irrigation companies closely coordinate with localities to provide sufficient water, ensuring efficiency and savings; have reasonable water supply plans, especially in remote areas with difficulties in water resources; concentrate maximum human resources, assign staff to stay close to the grassroots to grasp the situation, promptly handle arising problems and difficulties; coordinate well with the electricity industry to ensure stable power sources to pump water for production.
Ha Tinh Electricity Company prioritizes electricity sources for production; directs district-level electricity branches to coordinate well with localities and pumping station management units in the area to provide stable electricity 24/24 hours, ensuring that pumping stations proactively pump water for summer-autumn production, especially from now until June 15, 2025, which is the peak time for land preparation and rice planting.
Ha Tinh Hydrometeorological Station forecasts weather conditions in the province; coordinates with the Department of Agriculture and Environment and media agencies to provide complete and timely information on weather and climate developments as a basis for directing production.
Provincial departments and branches, according to their functions and tasks, proactively coordinate with the Department of Agriculture and Environment; District and commune People's Committees in the process of organizing and implementing summer-autumn crop production in 2025.
Propose that the Provincial Fatherland Front Committee and socio-political organizations propagate and mobilize union members to promote their roles and responsibilities, proactively and actively participate in and promote production in the 2025 summer-autumn crop.
