Accordingly, the plan aims to focus on improving the quality and effectiveness of citizen reception work, announcing locations and organizing citizen reception fully, promptly and thoughtfully; promptly handling and resolving complaints, denunciations, recommendations and reflections of the people, ensuring that citizens' rights to complaints, denunciations, recommendations and reflections are implemented in accordance with the law.
Proactively coordinate closely with central and city agencies to focus on directing the review, inspection, and urging the resolution of cases of citizens gathering in large numbers, being complicated, prolonged, and causing frustration at Party and State agencies at the central and city levels, not allowing "hot spots" to arise, especially during the time of Party Congresses at all levels, the 14th National Congress of the Party, and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Regarding citizen reception and petition handling: regularly review and improve the staff and civil servants performing citizen reception work of agencies and units to ensure quantity, good political ethics, high capacity and professional qualifications. Continue to strictly implement the regime of regular and unscheduled citizen reception at the city's citizen reception headquarters, at the headquarters of districts, towns and cities; of the citizen reception department at the headquarters of city departments and branches before, during and after the time of Party Congresses at all levels, the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term.

At the same time, strengthen state management; grasp the situation and promptly report new cases arising from the grassroots or assess and identify the situation for cases that can be complained about by many people, beyond the authority to develop appropriate handling and resolution plans, not to let "hot spots" form that affect security and order in the city.

The City Police proactively and promptly grasp the situation of mass and complicated complaints; develop plans and solutions for handling citizens who make complaints and denunciations in violation of the law to bring and guide citizens to the places of citizen reception according to regulations. Closely coordinate with the Central Citizen Reception Committee, People's Committees of provinces and cities (Police of provinces and cities) to propagate, mobilize, and bring groups of citizens who make complaints and denunciations in Hanoi to their localities.
Departments, branches, People's Committees of districts, towns and cities shall strengthen the dissemination, popularization and education of laws on citizen reception, handling of complaints, denunciations, recommendations and reflections. Review and improve the apparatus for citizen reception, perform well the task of receiving citizens regularly, periodically and suddenly at agencies and units.
