Sustainable digital transformation in all fields

Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is an important turning point, paving the way for a comprehensive and sustainable digital transformation process in Vietnam.

The Resolution emphasizes the role of digital technology in the development of the digital economy , digital society and digital government. After nearly a year of implementation, many effective models and methods have demonstrated the strong influence of the Resolution, contributing to the formation of a synchronous and sustainable digital ecosystem.

Developing high-quality human resources associated with digital transformation

According to statistics from the Ministry of Science and Technology , by 2030 Vietnam will need about 1.3 - 1.5 million digital workers, but currently only half of them can be met. This is both a challenge and an opportunity for young people and students to affirm their capacity, courage and aspiration to stand at the forefront of mastering science and technology and building a digital nation.

Recognizing the key role of the young generation in the process of developing science, technology, innovation and national digital transformation, the Central Committee of the Vietnam Student Association directed the Association at all levels to implement many strategic solutions such as promoting the movements of "Students doing scientific research", "Students creating and starting a business"; building an environment for learning, research and technology application; encouraging the spirit of innovation among students. The goal is to create conditions for students to promote their capacity and intelligence, contributing to the successful implementation of national digital transformation programs and the development of science and technology in the country.

Developing high-quality human resources is identified by Ho Chi Minh City as a key and decisive factor in achieving the goal of becoming a leading regional and international semiconductor industrial center by 2030. The city is focusing on synchronously implementing many solutions: promoting the "three-house" cooperation model (State - School - Enterprise), consolidating key training centers, attracting and utilizing talents, ... forming a high-quality human resource team, meeting the development requirements of this strategic industry.

Implementing the Vietnam Semiconductor Industry Development Strategy and the Semiconductor Industry Human Resource Development Program to 2030, with a vision to 2050 in Ho Chi Minh City, the City Department of Science and Technology coordinates with three strong universities in the field of semiconductor microchips (Ho Chi Minh City National University, Ho Chi Minh City University of Industry, Ho Chi Minh City University of Technical Education) to develop a high-quality human resource training program from undergraduate to postgraduate level suitable to the needs of enterprises; develop specialized training courses for human resources of semiconductor enterprises operating in Vietnam. The City is researching the establishment of a 5 million USD Microchip Design Human Resource Development Fund to serve the training of skills and abilities for students in the field of semiconductor technology and core digital technology.

In order to strengthen the effective connection of the "three houses", Ho Chi Minh City recently officially launched the Research and Training Alliance for Semiconductor and Electronics Human Resources (ARTSeMi), bringing together businesses, training and research facilities and related organizations. Mr. Nguyen Huu Yen, Deputy Director of the Department of Science and Technology of Ho Chi Minh City, said that the Alliance will be a place where all parties cooperate, share responsibilities, promote scientific research, transfer technology and especially train a generation of "golden" human resources for the semiconductor industry.

Deputy Minister of Public Security Nguyen Van Long said that in the journey of national digital transformation in general and digital transformation in the People's Public Security force in particular, many very important results have been achieved. As the leading unit in implementing, leading and inspiring national digital transformation, the People's Public Security force has determinedly and resolutely implemented the policies and directions of the General Secretary, the Politburo and the Government on digital transformation, focusing on Resolution No. 57 dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

The People's Public Security force has promoted its core role in national digital transformation, has been playing a leading role in national digital transformation, making an important contribution to building a digital government, digital society, digital citizens, and implementing Project 06, which has been identified by the Party and State as a breakthrough in national digital transformation. The national population database was built and officially put into operation from July 1, 2021, from original data providing online public services for the entire People's Public Security sector, a bright spot clearly demonstrating the determination to reform administrative procedures, taking people as the center of service.

According to Mr. Nguyen Khac Toan, Chairman of Khanh Hoa Provincial People's Committee, through practical assessment, many communes and wards in the province still lack IT human resources and are in dire need of support. Therefore, the Provincial Party Committee and People's Committee of Khanh Hoa province have mobilized forces, established a Digital Transformation Support Team and deployed the KPI Software Toolkit for work in communes, wards and special zones in the province.

Each member of the Support Team is a “digital warrior”, making the most of their knowledge and skills to guide and support cadres, civil servants and people. The Support Team consists of 162 people including lecturers and students in information technology, software technology, data science, telecommunications, network administration, network security, etc. from universities, colleges and academies in Khanh Hoa province.

The support team will go directly to localities, accompany commune-level authorities to help implement digital transformation, build e-government, provide software guidance for Project 06 as well as provide online public services. This activity not only helps improve digital skills for commune-level officials and civil servants and people, but also contributes to strengthening the connection between schools - businesses with local authorities at all levels.

Digital transformation in the field of intellectual property in general and geographical indications in particular has initially changed the mindset of managing and developing intellectual property. From there, intellectual property is transformed from a protected object into a digital asset that can be exploited, commercialized and enhance national competitiveness. For geographical indications, collective trademarks, certification trademarks, in addition to the advantages in quality, production factors, cultural and traditional consumption, etc., applying digital technology associated with brand development is an inevitable direction, becoming an effective tool in sustainable development of production and market, bringing products further to foreign markets.

Can Tho City has 3 geographical indications, 8 certified trademarks, 41 collective trademarks with some typical products such as: Hau Giang striped catfish, Vinh Chau purple onion, Vinh Chau Artemia, Hau Giang Cau Duc pineapple, ST rice... Besides, the Department of Science and Technology is implementing the Can Tho Intellectual Property Development program to support OCOP entities in registering trademark protection; helping entities develop products associated with brand building; building a product management system associated with registering growing area codes, food safety, quality certification and authentication, tracing the origin of protected products...

In order for products to not only be protected by intellectual property rights, but also be effectively managed, exploited and promoted in the digital environment, the Department of Science and Technology of Can Tho City maximizes the role of the intellectual property system as a strategic tool to enhance the value, reputation and competitiveness of Can Tho products in the domestic and international markets.
