Recognizing 3 more advanced NTM communes, 2 NTM communes and 6 communes basically meeting NTM standards

According to the appraisal report of the Department of Agriculture and Rural Development, for the communes proposed for consideration and recognition of advanced NTM, Noong Het commune met 12/19 criteria, basically met 5/19 criteria, 2 criteria were not met: No. 11 multidimensional poverty and No. 16 on access to law; Pom Lot commune met 12/19 criteria, 4/19 criteria were basically met, 3 criteria were not met: No. 7 rural commercial infrastructure, No. 11 multidimensional poverty, No. 16 on access to law; Thanh Xuong commune met 13/19 criteria, basically met 4/19 criteria, not met 1/19 criteria. For the communes proposed for consideration and recognition of NTM standards: Pa Khoang commune met 12/19 criteria, basically met 7/19 criteria; Quai To commune meets 12/19 criteria, some communes meet 7/19 criteria. For communes proposed to basically meet NTM standards, including: Mun Chung commune meets 8/19 criteria, basically meets 5/19, not yet meeting 6/19 criteria; Chieng Sinh commune meets 11/19 criteria, basically meets 4/19 criteria, not yet meeting 4/19 criteria; Hua Thanh commune meets 7/19 criteria, basically meets 7/19 criteria, not yet meeting 4/19 criteria and 1 criterion is not considered or evaluated; He Muong commune meets 11/19 criteria, basically meets 6/19 criteria, not yet meeting 2/19 criteria; Noong U commune met 12/19 criteria, basically met 4/19 criteria, 3/19 criteria were not met and Hua Ngai commune met 10/19 criteria, basically met 3/19 criteria and 6/19 criteria were not met.

Department of Industry and Trade leaders discussed criteria number 4 on electricity and number 7 on commercial infrastructure.

Representatives of the districts: Dien Bien , Tuan Giao, Muong Cha, Dien Bien Dong and Dien Bien Phu City basically agreed on the appraisal results of the departments and branches of the council members. At the same time, they explained some additional criteria such as: No. 11 on poor households, No. 16 on legal access, No. 7 on rural commercial infrastructure. Appraisal council members discussed with districts and cities to complete and meet the standards of criteria No. 4 on electricity, No. 7 on commercial infrastructure, No. 1 on planning.

Leaders of Dien Bien district presented the criteria for advanced new rural communes in the district.

The representative of the provincial New Rural Area Coordination Office presented a report on the appraisal of records and the level of achievement of new rural criteria for communes meeting advanced New Rural Area standards, New Rural Area communes and communes basically meeting New Rural Area standards in 2023.

Based on the appraisal report and discussion opinions, the members of the Provincial Appraisal Council voted, with the results: recognizing the achievement of advanced NTM standards for 3 communes: Noong Het, Thanh Xuong, Pom Lot; achieving NTM standards for 2 communes: Pa Khoang and Quai To; basically achieving NTM standards for 6 communes: Noong U, Hua Ngai, Mun Chung, Chieng Sinh, Hua Thanh, He Muong.
