Quang Tri Traffic Consulting Joint Stock Company was proposed to be banned from participating in bidding for 3-5 years.

The Quang Tri Provincial Investment and Construction Project Management Board has sent a document requesting the Quang Tri Provincial People's Committee to consider taking action against Quang Tri Transportation Consulting Joint Stock Company for fraudulent behavior in the bidding process.

Accordingly, the Quang Tri Provincial Construction Investment Project Management Board is the investor of the Basic Infrastructure Project for Comprehensive Development of Nghe An, Ha Tinh, Quang Binh and Quang Tri Provinces - Quang Tri Province Sub-Project (Quang Tri BIIG2 Project).

On August 31, the Quang Tri Provincial Construction Investment Project Management Board posted a notice inviting bids for package TV05: consulting on survey and preparation of feasibility study report for the Traffic Road and works on the route - Sub-project to upgrade and renovate Provincial Road DT.582 from km3+450 to km13+450 and build new Hoi Yen 1 and Hoi Yen 2 bridges under the BIIG2 Quang Tri project on the national bidding network.

At the time of bid closing (9:00 AM on September 19th), there were 3 bidders participating, including: Quang Tri Transportation Consulting Joint Stock Company, Bach Khoa Consulting and Construction Joint Stock Company, and Truong Son Construction Consulting Company Limited.

During the evaluation of the bid documents submitted by participating contractors, the Quang Tri Provincial Investment and Construction Project Management Board found that the documents declaring and proposing personnel mobilization in the bid submitted by Quang Tri Transportation Consulting Joint Stock Company showed inconsistencies and raised doubts about the accuracy of the declared information.

After verification, the Quang Tri Provincial Investment and Construction Project Management Board determined that Quang Tri Transportation Consulting Joint Stock Company had committed fraud.

Specifically, in the bidding documents, Quang Tri Transportation Consulting Joint Stock Company proposed Mr. N.D.M. as a hydrological survey expert. However, Mr. M. confirmed that he is currently working and is on the payroll of Quang Binh Transportation Construction Consulting Joint Stock Company, and is not employed by any other unit.

The bidding documents of Quang Tri Traffic Consulting Joint Stock Company also proposed the position of geological survey expert for Mr. TAH (residing in Quang Nam province).

However, Mr. H. asserted that he had never signed any documents or contracts with Quang Tri Transportation Consulting Joint Stock Company to participate in the bidding for package TV05, as well as any other bidding packages that the company participated in.

According to the Quang Tri Provincial Construction Investment Project Management Board, Quang Tri Traffic Consulting Joint Stock Company committed fraud as prescribed in the Law on Bidding and Decree 24/2024/ND-CP dated February 27, 2024 of the Government.

Therefore, the unit recommends that the Provincial People's Committee consider handling Quang Tri Traffic Consulting Joint Stock Company by banning it from participating in bidding activities for 3-5 years, within the management scope of the Quang Tri Provincial People's Committee.
