The flexible power plant is expected to have a capacity of 1,200 MW and be put into operation in the period 2025 - 2035.
The project is located within the existing premises of Pha Lai Thermal Power Joint Stock Company in Pha Lai Ward (Chi Linh), using about 100 hectares of land. The Pha Lai flexible power source project will use liquefied natural gas (LNG) instead of current coal power.
This project will gradually replace the coal-fired power units of line 1 and expand the production scale. The connection to the existing grid at the company does not create connection points, and does not require investment in grid connection infrastructure.
The project is also consistent with local land use planning, does not create land use needs, and does not change land use purposes.

Pha Lai Thermal Power Joint Stock Company owns 2 coal-fired power production lines with a total capacity of 1,040 MW. Of which, the units of line 1 have been in commercial operation for 40 years, the units of line 2 have been in commercial operation for more than 20 years. During its operation, the company has contributed 160 billion kWh of electricity to the national power system.
To realize the goal of converting from coal power to environmentally friendly fuels, Pha Lai Thermal Power Joint Stock Company is working with a consulting unit to develop a project development plan at the site of line 1 to submit to the Hai Duong Provincial People's Committee for approval and report to the Government for inclusion in the implementation plan of the adjusted Power Plan VIII.
The project will be developed in 2 phases: by 2030, 440 MW will be invested to replace the first line units and by 2035, the production scale will be expanded by 760 MW.
