In addition to direct submission, people can do it via personal devices or kiosks at the commune headquarters. In addition, staff at the One-Stop-Shop will support VNeID registration, submission of documents, digital signature and receiving results via the National Public Service Portal. Every step is synchronized, creating a closed, transparent and convenient process.
In particular, for records that exceed the authority of the commune level, the staff provides specific instructions in writing with stamps and digitization, helping people to be proactive and avoid mistakes when working with higher levels. Ms. Vu Thuy Ngan, a resident of Duc Trong commune, shared: “I went to the commune to get a business license to open a small shop. At first, I was a bit confused because of the new system, but the staff gave very clear instructions, the procedures were resolved quickly, so I felt very secure.”

Cadres and civil servants in all sectors have access to specific and scientific operating procedures. This is the foundation for the grassroots government apparatus to operate in the right direction, increase initiative and improve people's experience.

Paperless Administration
Not only serving the people more effectively, the new administrative model is also demonstrating its role in management and coordination between government levels. In Xuan Huong Ward - Da Lat, the electronic document system has been put into synchronous use. The steps of document processing, from drafting, signing, digital signature to issuing, receiving and responding all take place on a digital platform, without using paper.

Horizontal connectivity between communes and wards is also promoted. In cases where documents need to be exchanged between two units at the same level, they are all done electronically, ensuring consistent, accurate processes and saving time. This is an important step towards a paperless administration, reducing manual work and increasing work efficiency.
