Da Nang warns of exceptionally heavy rain

(NLDO) - Mr. Tran Nam Hung, Vice Chairman of the People's Committee of Da Nang City, requested that sectors and localities proactively respond to the forecasted exceptionally heavy rain, from October 23.

On the afternoon of October 20, at an urgent meeting on natural disaster prevention, Vice Chairman of the People's Committee of Da Nang City Tran Nam Hung said that for storm No. 12, there has been a forecast, a telegram and the city has fully deployed response measures.

Mr. Hung especially requested that sectors and localities pay attention to the heavy rain, forecast to occur from October 23 to October 26, which could last until the end of the month. "Expert Huy Nguyen called me directly to warn, along with two other experts who also called to provide more information. The experts all confirmed that the amount of rain this time is particularly heavy in some places. From now until October 23, there are only 2 days left, the city must "act urgently, not be passive like in 2022" - Mr. Hung emphasized.

Prepare a boat for rescue in the alley

Mr. Hung said he has worked with volunteer groups to prepare about 300 small and medium-sized boats to support rescue operations. "This type of boat can go into alleys, residential areas, places where large boats cannot reach, serving to rescue people, especially in cases of illness and emergency," he said. The City Military Command - led by Colonel Tran Huu Ich, Commander - is assigned to manage all forces, vehicles, boats, canoes, and jet skis.

The city also requires units to make a complete list of civilian vehicles that can be requisitioned: jet skis, motorboats, canoes, tugboats, etc., along with the vehicle owners' names and contact phone numbers. "If, when a situation arises where the vehicle does not start, runs out of gas, or has no driver, you must take full responsibility," Mr. Hung emphasized.

Additional life jackets will be distributed to low-lying and flood-prone areas. Localities must "immediately activate plan 4 on the spot".

Evacuate people before 5:00 p.m. on October 22

The Vice Chairman of the People's Committee of Da Nang City requested all communes and wards to review areas at risk of landslides, flash floods, low-lying areas, riverside residential areas... to complete the evacuation of people before 5:00 p.m. on October 22 .

The Vice Chairman of the City also assigned the Department of Agriculture and Environment to control irrigation and hydroelectric reservoirs. Any reservoir that reaches 80%-100% capacity must immediately discharge water according to the correct procedure, not allowing businesses to try to retain water to generate electricity. The inspection must be practical, not just verbal reports.

Heavy rain on October 18 caused many streets in Lien Chieu ward, Da Nang city to be heavily flooded.

Regarding logistics, Mr. Hung suggested that the city should not distribute instant noodles indiscriminately as before. Each household must stock up on food for at least 3 days. He suggested that this information be communicated publicly and clearly so that people can prepare food, water, and medicine, especially in urban areas prone to deep flooding.

Mr. Hung reminded people to urgently move cars and motorbikes to high places to avoid being swept away by water ; take measures to protect rice and household items; harvest potatoes, cassava, corn, and rice early if possible to avoid losing everything when the water rises. He repeated the lesson in Thai Nguyen, "there were localities where cars were parked in the basement, and the flood swept away dozens of cars, causing very heavy damage. Da Nang must absolutely avoid repeating that situation."

According to forecasts, from the night of October 22 to October 27, there is a possibility of widespread heavy rain in communes and wards in Da Nang City. The total rainfall for the period is generally 350-600mm, with some places over 800mm.

Issue a notice of exceptionally heavy rain

Immediately after the meeting, the Department of Agriculture and Environment was assigned to make a notice about the "heavy rain, even extremely heavy rain", and send it to all media agencies. "I feel very clearly the anxiety, not emotional but based on information from experts. If the forecast is high but we are negligent and slow to implement, the consequences will be very serious" - Mr. Hung emphasized and requested the entire city government system to take urgent, drastic and responsible action.
