The communication program aims to implement the central government's major policies on population and development; at the same time, meet the city's sustainable development requirements in the new context after the administrative unit arrangement and the 2-level local government model.
The program is implemented until 2030 according to Decision No. 537/QD-TTg dated April 17, 2020 of the Prime Minister, combined with the revised Population Ordinance in 2025 and Plan No. 39-KH/DU of the Da Nang City Party Committee, identifying population communication work as a strategic, long-term and sustainable task.
According to Resolution No. 21-NQ/TW, population work shifts its focus from family planning to population and comprehensive development in terms of population size, structure, distribution and quality; Conclusion No. 149-KL/TW emphasizes the need to strongly innovate population work, overcome limitations and shortcomings, especially through effective and humane communication.
The 2025 revised Population Ordinance affirms the reproductive rights and self-determination of couples; at the same time, it encourages giving birth to two children without applying administrative sanctions for giving birth to a third child or more, creating an important basis for orienting communication to support, advise and provide official information to the people.
In the spirit of the Central direction, the Government issued Decision No. 1745/QD-TTg implementing Conclusion No. 149-KL/TW, requiring increased application of digital technology , innovation in communication methods and expansion of access to specific population groups.
In Da Nang, the City Party Committee and People's Committee have issued specific plans, emphasizing the need for "correct - sufficient - timely - humane" communication, suitable to the characteristics of the population after administrative rearrangement.
Ms. Phung Thi Huong Hanh, Head of the Population Department, emphasized: "Population communication in the new period focuses on the issues of adapting to low birth rates, controlling gender imbalance at birth, proactively adapting to population aging and improving population quality according to the life cycle approach.
The media helps people make the right decisions, have two children, take proactive and comprehensive health care, thereby contributing to building high-quality human resources to serve the city's development."
