Attending the event were Party Central Committee member, Minister of Science and Technology Nguyen Manh Hung and Deputy Minister of Science and Technology Pham Duc Long.
The city leaders include Alternate member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Luong Nguyen Minh Triet; Permanent Vice Chairman of the City People's Committee Ho Ky Minh and Vice Chairman of the City People's Committee Ho Quang Buu.
Speaking at the groundbreaking ceremony, Minister of Science and Technology Nguyen Manh Hung highly appreciated the proactive, determined and pioneering spirit of the leaders of Da Nang city in creating a favorable environment for the development of the microchip and semiconductor sector. The event is of great significance in the context of Vietnam implementing major policies of the Party and State on the development of the semiconductor industry.
According to the Minister of Science and Technology, Vietnam's semiconductor industry development strategy is expressed through the formula C=SET+1. In which, it affirms that Vietnam participates in all stages of the semiconductor industry from human resource training, research, design to packaging, testing and production.
The priorities are specialized semiconductor chips, semiconductor chips serving the electronics industry, IoT, becoming a global semiconductor talent center and a +1 destination for a more secure global semiconductor supply chain.
The Minister of Science and Technology expects VSAP Lab JSC to develop advanced packaging technologies and train highly qualified engineers and experts, serving as a starting point for "made in Vietnam" technology products and a place to inspire the young generation's desire to master technology. Each lab like VSAP will be an important piece in creating an ecosystem for the development of the national semiconductor industry.
The Ministry of Science and Technology is committed to continuing to accompany Da Nang city and businesses on this journey by supporting the development of investment incentive mechanisms and policies and the development of a semiconductor industrial ecosystem in the Central region; creating favorable conditions for lab models such as VSAP to access investment funds and state-level science and technology tasks; and strengthening connections with international cooperation programs in the fields of research, design, packaging, and testing of microchips.
According to the Minister of Science and Technology, the VSAP Lab project is an important first step, demonstrating the spirit of daring to think, daring to do, daring to pioneer of Da Nang. Through this, the spirit of innovation will spread strongly to all parts of the country, contributing to realizing the aspiration of a Vietnam mastering strategic technologies.
Speaking at the ceremony, Chairman of the City People's Committee Luong Nguyen Minh Triet said that implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, Da Nang identified science, technology, innovation and digital transformation as the top important breakthrough and the main driving force in the city's socio-economic development.
Da Nang also identified one of the three breakthrough tasks in the 2025 - 2030 term as "Developing science, technology, innovation, digital transformation associated with developing high-quality human resources to serve creation, development, improving productivity, quality, and efficiency in all fields, with a GRDP growth rate of 11%/year or more".
At the same time, the city's project to develop the semiconductor and artificial intelligence sector also sets the goal of making Da Nang one of the three leading centers in the country in microchip design and artificial intelligence (AI) application by 2030; forming a network to train high-quality human resources and an innovation ecosystem in the semiconductor - AI industry.
In particular, focus on developing at least 5,000 high-quality human resources in the semiconductor field; forming at least 30 design enterprises, 2 packaging enterprises, and at least 5 startups in the semiconductor field.
Therefore, the city expects VSAP Lab to be the city's first "Fab-Lab" model, both for research and testing, and for production and practical training.
The Chairman of the City People's Committee believes that if we want to go the long way with the semiconductor industry, we must start with real capacity, have products, people trained in a practical environment, and have a place for businesses to experiment and make products together. VSAP Lab is the place to make that happen.
During the preparation of this project, Da Nang proactively took advantage of the central government's special mechanisms for the city and integrated the city's People's Council resolutions on infrastructure support and semiconductor human resource development, to ensure that VSAP Lab is not only a technical lab, but also the core in the strategy to form a semiconductor innovation cluster in Da Nang city.
The city commits to continue to accompany and support businesses in investing, upgrading and expanding VSAP Lab in a synchronous and modern direction; creating the most favorable conditions in terms of administrative procedures, auxiliary infrastructure, etc. so that the project can be implemented on schedule, with absolute quality and safety.
At the ceremony, Mr. Nguyen Bao Anh, co-founder and CEO of VSAP LAB Joint Stock Company, informed about the project and the company's operational orientation. The project is invested with a total capital of 1,800 billion VND, built on an area of 2,288m², with a total usable floor area of over 5,700m², expected to be put into operation in the fourth quarter of 2026.
The project is divided into two main areas: Lab area (focusing on research and development of new packaging technologies such as Fan-out Wafer Level Packaging (FOWLP), 2. 2.5D/3D IC, Silicon Interposer and Silicon-Bridge) and Fab room area (performing trial production on real wafers, with advanced equipment such as lithography, wafer bonding and international standard measurement systems).
After completion and operation, the expected design capacity is 10 million products/year, serving domestic and international markets.
