In order to mitigate damage caused by natural disasters in the special zone and ensure the safety of people's lives and property, the Civil Defense Command of Ly Son Special Zone has proactively responded to storm No. 13.

Specifically, Ly Son Special Zone has stepped up propaganda for people to proactively respond to storm No. 13, check and reinforce houses, and proactively stock up on necessary food and necessities.

For households whose houses are not safe, they need to move to houses with concrete roofs or government agencies; cut down trees that are at risk of falling. For aquaculture households, the government should propagate and urgently move cages into safe boat anchoring areas, and ship owners operating at sea should return to safe shelters and anchor properly. Absolutely do not let people stay on boats and cages during the storm; farmers should continue to harvest remaining crops and crops, and clear canals to ensure drainage.

Ly Son Border Guard Station has also urgently checked and counted all boats and vehicles operating at sea and along the coast; Strictly manage the activities of boats and ships going to sea. Prohibit all types of boats from going to sea (including passenger transport vehicles on the Sa Ky - Ly Son route, the Dao Lon - Dao Be route and vice versa) from 5:00 p.m. on November 5, 2025 until the weather is stable (according to the bulletin of the Quang Ngai Hydrometeorological Station); Notify, guide and call on owners of aquaculture cages and rafts on rivers and seas to urgently move to safe places. Organize measures to ensure safety for tourists in the Ly Son special zone.

At the same time, the Military Medical Center of the special zone has also prepared enough medicine, assigned medical staff and doctors to serve the work of storm prevention and control, especially on Be An Binh Island. The special zone police arranged and assigned forces to ensure security and order, strictly handled cases of non-compliance with evacuation orders; the Military Command of the special zone assigned village-level shock troops and regular militia forces to help people reinforce their houses, evacuate vulnerable areas, and unsafe households to take shelter. * According to the Central Central Hydrometeorological Station, at 1:00 p.m. on November 5, the center of Storm No. 13 (Kalmaegi) was at about 11.8 degrees North latitude; 117.6 degrees East longitude, about 360 km east of Song Tu Tay Island. The area near the center of the storm has strong winds of level 13-14 (134-166 km/h), gusting to level 17; the storm is moving in the West Northwest direction at a speed of 20-25 km/h.

It is forecasted that in the next 24 to 60 hours, the storm will continue to move into the Central Central region with a very high risk. At 1:00 p.m. on November 6, the storm center is expected to be at about 13.3 degrees North latitude; 111.8 degrees East longitude, about 290 km East Southeast of Quy Nhon (Binh Dinh) and may be at level 14, gusting to level 17. At about 1:00 a.m. on November 7, the storm is likely to make landfall along the coast from Quang Ngai to Dak Lak, with strong winds of level 12, gusting to level 15.

In the coastal and inland areas of Da Nang city, according to the assessment of the Central Hydrometeorological Station and forecast bulletins, from early morning on November 6, the wind will gradually increase to level 6-7, then increase to level 8-9, gusting to level 10-11; near the storm center, it is likely to reach level 11-12, gusting to level 13-14. Waves are 5.0 - 7.0 m high, near the storm center can reach up to 8.0 - 10.0 m, the sea is very rough. The water level due to strong winds at the coast can be from 0.3 - 0.6 m, combined with large waves that can cause flooding in low-lying areas, coastal landslides and affect coastal traffic and aquaculture production.

On the mainland of Da Nang, in the afternoon and evening of November 6, coastal areas and inner city areas are expected to experience strong winds of level 6, later increasing to level 7-8, gusting to level 9-10. Widespread heavy rain will occur from November 6-7 with total rainfall ranging from 100-300 mm, with some places exceeding 400 mm. Warnings of landslides in mountainous areas, strong water flows in low-lying areas and urban flooding are very high.

Faced with this situation, the Da Nang City government has drastically implemented response measures. The City People's Committee has directed localities and units to seriously organize on-duty shifts, update storm developments, and absolutely not be subjective or negligent; at the same time, it is required to proactively reinforce houses, infrastructure works, dams, sea dykes and early harvest of aquaculture products in coastal areas.

City police and border guards are deployed 24/7 to be ready to mobilize at deep flooded areas and landslide areas, to assist in evacuating people and ensuring security and order.

In particular, the city has directed four large hydroelectric reservoirs to simultaneously regulate and lower water levels to welcome floods, ensure downstream safety and minimize risks from heavy rain after storms.

The general spirit of the city's leadership is to "be proactive early, from afar, and decisive, not to be passive or surprised". People in coastal, low-lying, and mountainous areas of Da Nang are required to proactively respond to all situations, prepare for emergency rescue, and protect the safety of life and property.
