Van Don Special Economic Zone strives to disburse 100% of public investment capital

Implementing the province's direction in disbursing public investment capital, taking advantage of favorable weather conditions in the last months of the year, Van Don special economic zone is focusing on speeding up construction progress, striving to complete 100% of the adjusted and supplemented public investment capital plan.

The contractor focuses on constructing the project items of the road connecting Bridge 3 with the Doan Ket resettlement area.

The road project connecting Van Don 3 bridge to Doan Ket resettlement area (phase II) is one of the key projects, contributing to the completion of external traffic infrastructure, connecting tourist areas, urban areas, industrial parks of the special zone with the provincial highway axis and Van Don International Airport. The route is more than 5.5km long, with a total investment of over 393 billion VND. After nearly 5 months of construction, the project has completed over 60% of the volume. The consortium of contractors is focusing on maximum human resources and equipment, speeding up the construction progress, striving to complete the project, disburse and settle public investment capital in December 2025.

According to Mr. Vu Ngoc Linh, Project Supervision Consultant (Northern Traffic Construction Design Consulting Joint Stock Company), up to now, the roadbed embankment has completed over 90% of the volume, and it is expected that all earthwork will be completed by mid-November. At the same time, the construction unit will deploy crushed stone layers, asphalt pavement, sidewalk paving, tree planting and lighting system installation. Strive to complete the road surface and reach 80% of the disbursement value by the end of November, moving towards completing and finalizing the entire project in December 2025, ensuring the right progress and the direction of the province and the leaders of the special zone.

The project of the road connecting Van Don 3 bridge with Doan Ket resettlement area is of great significance in completing the traffic infrastructure connecting Van Don special economic zone.

Currently, after the additional adjustment, Van Don special economic zone has been assigned a total public investment capital of nearly 922 billion VND to implement 12 transitional projects, 7 new projects and prepare for investment for 20 projects with approved policies. At the end of 10 months, over 433 billion VND has been disbursed and nearly 47% of the capital plan after additional adjustment. Compared with the capital plan assigned at the beginning of the year, Van Don special economic zone has completed disbursement at over 114%.

To complete the disbursement of all adjusted and supplemented capital in 2025, Van Don special economic zone is directing the concentration of human resources and equipment to speed up construction progress and complete payment records for the volume of works under construction.

Mr. Duong Van Hoan, Site Commander, Hai Duong Xanh Company Limited, which is implementing the Ha Long Secondary School project, said: The project officially started construction in mid-May. To make up for the delay due to the rainy weather conditions, the unit has mobilized one and a half times more human resources and equipment than planned to speed up construction in the last months of the year. We strive to complete the rough construction and the embankment and surrounding wall system of the project in December to put the project into use in April 2026.

Along with focusing on accelerating the progress of projects according to the plan assigned at the beginning of the year, Van Don special economic zone is focusing on removing difficulties and speeding up the preparation for the groundbreaking of projects that have been supplemented with capital this year. Mr. Tran Quang Phuc, Deputy Director of the Van Don Special Economic Zone Construction Investment Project Management Board, said: Van Don Special Economic Zone has been assigned an additional 100 billion VND to implement projects to improve the quality of urban areas and residential areas. We have now completed preparations for the groundbreaking of 5 new projects and are completing the procedures to select contractors. We are striving to start construction and implement it immediately by mid-November to ensure progress. As for the ongoing projects, the leaders of the special economic zone have worked with and requested contractors to speed up construction and sign a commitment to ensure the volume to disburse 100% of the allocated capital for each project by the end of December.

With favorable weather conditions, Van Don special economic zone strives to complete the disbursement of 100% of the allocated capital, thereby contributing to the province's disbursement of 100% of the capital plan assigned by the Prime Minister at the beginning of the year.
