Dak Lak determined to remove bottlenecks, ensure growth target

On the morning of October 24, the Dak Lak Provincial Party Committee held its first meeting for the 2025-2030 term. The meeting focused on discussing drastic solutions to remove major bottlenecks. The goal is to bring the province's GRDP growth rate to 8% in 2025.

According to the report at the Conference, the GRDP growth of the whole province in the first 9 months only reached 6.9%, lower than the proposed scenario. Dak Lak currently ranks 26th out of 34 provinces and cities nationwide in terms of growth rate. As of October 20, 2025, the disbursement rate of public investment capital only reached 44%. The service and construction sectors both grew slowly.

At the conference, many opinions from the grassroots frankly pointed out the shortcomings. That is the confusing situation after the arrangement of administrative units and the operation of the two-level government. The new model still lacks specialized staff, facilities and information technology infrastructure.

Mr. Vu Van Hung, Secretary of the Tan Lap Ward Party Committee, said that the implementation of resolutions and action programs at the commune and ward levels is currently very confusing. Mr. Hung pointed out that the problem is that the mechanism for allocating and assigning tasks to communes and wards is not clear. In particular, the mechanism for decentralization, revenue and expenditure norms and resources have not been determined.

To achieve the 8% growth target for the whole year, the fourth quarter must increase by more than 10%, which is a huge challenge. The Dak Lak Provincial Party Committee has agreed on drastic solutions. The province urgently completes the working regulations, the action program for the entire term and issues a set of criteria for evaluating cadres by output products. The Provincial People's Committee will review the entire list of public investment projects. This is to flexibly transfer capital, remove obstacles in site clearance and mobilize resources outside the budget.

In his concluding remarks at the conference, Comrade Luong Nguyen Minh Triet, Alternate Member of the Party Central Committee and Secretary of the Provincial Party Committee, emphasized that the 8% growth target is a test of the governance capacity of the new two-level government. Mr. Luong Nguyen Minh Triet requested that Party committees at all levels shift their leadership focus from “process to results”.

Provincial Party Secretary Luong Nguyen Minh Triet pointed out three essential changes that need to be focused on. First, each task must have output products, a responsible address and a clear completion milestone. Second, it is necessary to shift from strengthening each base and each locality to strengthening each region. Third, it is necessary to shift from caring to the concept of practical caring. Mr. Luong Nguyen Minh Triet noted that it is necessary to tighten public service discipline, assign responsibility to each task and each specific address.
