Dak Lak: Evacuate all people from aquaculture cage areas before 12 noon today

(Chinhphu.vn) - The Chairman of the Dak Lak Provincial People's Committee requested 12 coastal communes and wards to proactively prepare plans to evacuate people from dangerous areas; ensuring that all people leave aquaculture cage areas before 12 noon today (November 6).

On the evening of November 5, at the Forward Command Center for Storm No. 13 Response (headquarters of Dak Lak Provincial People's Committee, facility 2), Comrade Ta Anh Tuan, Chairman of Dak Lak Provincial People's Committee chaired a meeting with localities on response to Storm No. 13. The meeting was online with 12 coastal communes and wards of the province.

Regarding the impact of the storm, the Provincial Hydrometeorological Station forecasts that there will be strong winds from early morning on November 6 in the sea area of ​​Dak Lak province, gradually increasing to level 8-9, then increasing to level 10-12, near the eye of the storm level 12-14, gusting to level 17. Coastal areas will have waves 4.0-6.0m high, near the eye of the storm 6.0-8.0m high, rough seas.

Coastal areas of Dak Lak province have storm surges of 0.3-0.6m high. From the evening of November 6, coastal areas of Dak Lak province are on guard against rising sea levels accompanied by large waves causing flooding in low-lying areas, waves overflowing dikes, coastal roads, coastal erosion, slowing down flood drainage in the area. All ships, boats, and aquaculture areas in the above-mentioned dangerous areas are strongly affected by storms, whirlwinds, strong winds, large waves, and rising sea levels.

On land, there will be strong winds from the afternoon of November 6. Coastal areas will have strong winds of level 6-7, then gradually increasing to level 8-9, near the storm center will have winds of level 10-12, gusting to level 14-15; deep inland will have winds of level 6-7, gusting to level 8-9.

Regarding rain, from the afternoon of November 6 to noon of November 7, Dak Lak province will have heavy to very heavy rain. Rainfall in the East and North is generally 200-300mm, in some places over 400mm/period; in the western mountainous areas is 80-150mm, in some places over 200mm/period. Warning of the risk of heavy rain over 100mm lasting for many hours.

According to the report of the Provincial Border Guard Command, by the afternoon of November 5, most of the fishing boats and fishermen of Dak Lak province had returned to their localities and were safely anchored. In addition, 22 fishing boats with 102 workers were anchored to avoid the storm in Truong Sa Special Zone; 33 fishing boats with 165 workers were sheltering from the storm in the area from South Truong Sa - Ho Chi Minh City; 12 transport ships with 110 crew members were anchored to avoid the wind in Vung Ro Bay and Xuan Dai Bay.

Through the review in the area affected by storm No. 13, there are 2,613 rafts, 52,140 aquaculture cages with 3,152 workers, concentrated in the communes and wards of Song Cau, Xuan Dai, O Loan, Tuy An Nam, Hoa Xuan, Xuan Loc. All workers on the cages and rafts have been informed about the developments and direction of the storm.

The province has also directed localities and construction management units to organize shifts, closely monitor weather conditions, monitor rainfall, water levels, and lake flows, to proactively deploy plans to operate and regulate the lakes according to procedures and regulations, ensuring safety for the projects and downstream areas. The hydropower reservoirs of Krong Hnang, Song Hinh, and Song Ba Ha are operating under the direction of the Civil Defense Command.

Concluding the meeting, Mr. Ta Anh Tuan, Chairman of the Provincial People's Committee, emphasized that storm No. 13 is predicted to be a fast-moving, strong storm, directly affecting the province. Therefore, localities need to continue to strictly implement the province's instructions on storm prevention and control in an urgent and proactive manner, not allowing subjectivity. Leaders of communes and wards are responsible for flood and storm prevention and control in the area.

Coastal communes and wards proactively prepare plans to evacuate people from dangerous areas; continue to check the anchoring of ships that have come ashore to ensure safety and minimize damage; ensure all people leave aquaculture cage areas before 12 noon on November 6.

The Forward Command Office regularly informs the Central Command to promptly coordinate rescue operations when necessary. The Provincial Military Command ensures plans for forces and vehicles ready to deploy in situations, especially in high-risk areas. The Provincial Police deploy plans to ensure security and order, and protect people's property when evacuating from cages and residences. At the same time, widely inform people so that they can safely take shelter from the storm with the spirit of not being subjective, "human life is above all".
