Proactively combat crimes in coastal border areas

In the current period, maritime border security continues to face difficulties and challenges with the unpredictable situation of drug trafficking and crimes at sea. Therefore, it requires the Provincial Border Guard Party Committee to focus on leadership to improve the quality and effectiveness of the fight against drugs and crimes (PCMT&TP); build a strong and comprehensive PCMT&TP specialized force in the new situation.

Kim Son Border Guard Station is the unit directly responsible for protecting maritime border security. Lieutenant Colonel Vu Duc Truong, Party Committee Secretary and Political Commissar of Kim Son Border Guard Station, said: The Party Committee and Command of Kim Son Border Guard Station have focused on leading and directing the PCMT&TP force to regularly grasp and closely follow the directives, resolutions, plans, and instructions of superiors and the unit's resolutions on leadership to improve the quality and effectiveness of the fight against PCMT&TP; build a strong and comprehensive specialized force for drug and crime prevention and control in the new situation.

Focus on leading and directing the strengthening of mass mobilization and legal propaganda so that people in the coastal border areas can raise their legal awareness and actively participate in preventing and combating crimes and drug abuse. Closely coordinate with local authorities and functional forces to do a good job of managing the area and subjects, propagating and mobilizing people to participate in the fight against crimes and illegal activities, promptly detecting signs related to criminal activities.

Regularly do a good job of propaganda, education , training to improve moral qualities, professional qualifications, skills, legal knowledge, working capacity for officers and soldiers in the fight against crime. Do a good job of internal security management, build a healthy and safe cultural environment. At the same time, the unit has advised local authorities, coordinated with functional forces to do a good job of managing areas and subjects.

Maintain the implementation of the coordination regulations with the Police and Military forces according to the content of Decree 03/2019/ND-CP of the Government, ensure regulations on information exchange, maintain security and order, proactively fight against all types of crimes and social evils in the area and sea border areas. Coordinate with the Police, Forestry, Market Management of Kim Son district, the Provincial Fisheries Sub-Department to exchange information and situations in handling incidents related to security and order occurring in the area and management area...

As a result, over the past 2 years, Kim Son Border Guard Station has managed 47 foreigners coming to the area for the purpose of visiting relatives, sightseeing, and researching mangrove forests. The unit completed the initial file and handed it over to the police investigation agency of Kim Son District Police for 1 case/1 subject of motorbike theft; completed the file and issued a decision to prosecute 2 cases/3 subjects of illegal possession of drugs; administratively sanctioned 19 cases/36 subjects, with a fine of over 146 million VND. Coordinated to make records of 18 cases/18 households with illegal pond renovation and construction activities. Patrolled 1,463 teams/4,200 officers and soldiers; controlled the export and import of 276 vehicles/1,568 crew members; monitored and grasped the operation of 6 vehicles operating offshore. Coordinated patrols, inspections, and combating illegal, unreported, and unregulated (IUU) fishing in the waters of Ninh Binh province. The results included inspections of 136 vehicles/309 crew members; decisions were made to fine 9 cases/9 vehicle owners with a total fine of 24 million VND.

Determined to protect sovereignty and maritime border security

The 3rd Congress of the Provincial Border Guard Party Committee, term 2020-2025, set out a number of key targets: Improve the quality and effectiveness of the work of grasping, assessing and forecasting the situation; advise, organize management, firmly protect the sovereignty and security of the maritime border and handle well the situations that arise, not to be passive or surprised. Ensure that 100% of incidents related to national security and social order and safety occurring in the maritime border area and port gates must be detected and handled promptly, in accordance with the provisions of law. 100% of communes and towns in the maritime border area and port gates are propagandized. Strive to organize propaganda for 8,000-10,000 students, union members and youth in the whole province during the term...

Lieutenant Colonel Do Vinh Thang, Political Commissar of the Provincial Border Guard Command, said: During the past half term, the Party Committee and the Provincial Border Guard Command have led, thoroughly grasped, studied, deployed and seriously implemented the directives, resolutions, regulations and conclusions of the Central Committee and the Provincial Party Committee, especially the Resolution of the 13th National Party Congress and the Resolution of the 22nd Provincial Party Congress on national defense, security and border work.

Do a good job of advising the Party Committee, the Border Guard Command, the Provincial Party Committee, the People's Council, and the Provincial People's Committee in leading and directing the work of protecting sovereignty and security of the maritime border; build a strong and comprehensive provincial Border Guard force, and successfully complete assigned political tasks: Do a good job of advising on the promulgation and implementation of Resolution No. 11 of the Provincial Party Committee on sustainable development of the Kim Son coastal economic zone for the period 2022-2023; advise on coastal planning, on demarcating river mouths and coastal areas with adjacent localities in implementing socio-economic projects in the maritime border area; implement the Government's decree on mobilizing human resources and vessels to participate in protecting Vietnam's sovereignty over seas and islands.

Along with that, leaders strengthen combat readiness, situation monitoring, and crime prevention and control in border areas and port gate areas.

During the past half term, the provincial Border Guard has mobilized hundreds of vehicles, hundreds of teams and officers and soldiers to organize patrols, inspections and controls at river mouths and in coastal areas. Arrested and prosecuted 7 cases/9 subjects for drugs, hundreds of cases, hundreds of subjects violating the law in areas such as: criminal, administrative violations in the field of fisheries, inland waterway traffic, maritime traffic and management, protection of national border security.

Grasp the situation, early and from afar, of incidents related to security and order, religious security, coordinate with the police and military forces to advise local party committees and authorities to promptly handle and resolve incidents that occur, not allowing them to develop into hot spots and complications in security and order.

At the same time, build a comprehensively strong provincial Border Guard, focus on building political mettle, spirit, sense of responsibility, ready to receive and excellently complete all assigned tasks, ready to receive any task, go anywhere the Fatherland and people need. 60 officers and soldiers have been added to protect the border, participating in the prevention and control of the COVID-19 epidemic in the border provinces of Vietnam - Cambodia.

Focus on building clean and strong party organizations. 100% of cadres and party members are exemplary, responsible, and seriously implement the 2023 working theme of the Provincial Party Executive Committee. For two consecutive years, the Provincial Border Guard Party Committee has been classified as having completed its tasks well.
