Infrastructure investment provides impetus for development.

Investing in infrastructure promotes socio-economic development. Chiềng Sung commune mobilizes all resources to invest in building, repairing, and upgrading transportation systems, schools, cultural centers, etc., creating a solid foundation for implementing the new rural development program and improving the lives of the people.

The Tong Tai school branch, part of Chieng Chan Primary and Secondary School in Chieng Sung commune, has been built to a high standard.

Chiềng Sung commune was established by merging Chiềng Chăn and Chiềng Sung communes. Before the merger, Chiềng Sung commune had met the standards of a new rural area, with comprehensively invested and modern infrastructure; while Chiềng Chăn commune had only met 9 out of 19 criteria, including the criterion of transportation infrastructure and cultural facilities, which were not yet fully developed due to the scattered population; the fragmented terrain made connectivity between regions difficult, affecting travel, trade, and exchange of goods, especially in the highland villages.

From 2024 to July 2025, Chiềng Sung commune mobilized various funding sources, such as the National Target Program for New Rural Development; the National Target Program for the Development of Ethnic Minority Areas; the poverty reduction program; and the people's social mobilization program, to invest in the construction of a road from Nhất Bó Lạnh area to Phát Nam village, nearly 1.8 km long; the concreting of two internal roads at the Lán Lý resettlement site, nearly 800 m long, and the Bó Lý resettlement site, 1.1 km long; and a road from Provincial Road 110 to Phường and Hua Nà villages, 3 km long, with a total cost of over 15 billion VND. In addition, investment was made in the construction of two cultural centers and three water supply projects, with a total investment of over 4 billion VND.

The road in Phuong hamlet, Chieng Sung commune, has been paved with solid concrete.

After implementing the two-tiered local government model, the People's Committee of Chiềng Sung commune integrated and prioritized investment resources for essential infrastructure in remote villages, such as paving roads and irrigation systems; building classrooms, community cultural centers, etc. They directed villages with projects to promote and encourage residents to voluntarily donate land and labor to ensure project progress. Simultaneously, they promoted the role of the Fatherland Front and other socio- political organizations and the people in monitoring the progress and quality of the projects. As a result, the commune mobilized social resources to install 296 solar-powered streetlights along internal village roads; to date, all 26 villages have streetlights installed along their roads. They also mobilized support from various units to build two new classrooms at Tong Tải school; and constructed a canteen at Huổi Hài school, Chiềng Chăn Primary and Secondary School. Currently, the commune is implementing the investment process for the Sai Luong - Nam Luong - Tong Tai inter-village road project, funded by the National Target Program for socio-economic development in ethnic minority and mountainous areas in 2025.

Thanks to the effective deployment of resources focused on building socio -economic infrastructure, Chieng Sung's infrastructure has achieved positive results. To date, nearly 80% of villages have paved roads; over 99% of households have access to electricity from the national grid; 100% of the rural population uses clean water; 24 out of 26 villages have paved cultural houses; and the commune has met 14 out of 19 criteria for building new rural areas.

By effectively utilizing funding sources, Chiềng Sung commune continues to invest in building infrastructure systems in a synchronized, focused, and targeted manner, avoiding scattered investments, and aligning with actual needs. This creates momentum to promote local economic and social development, helping people escape poverty sustainably and rise to prosperity.
