Promoting digital transformation in the fight against information poverty.

QTO - After being established on the basis of merging the three communes of Quang Tien, Quang Luu and Quang Thach, Trung Thuan faced many challenges in management, especially improving people's access to information. By promoting digital transformation (DCT), the commune has turned technology into an important tool to help shorten the information gap, effectively supporting disadvantaged groups.

Open the door to information

In fact, the information poverty reduction work in Trung Thuan commune has been implemented regularly and continuously in recent times, contributing to raising people's awareness of support policies, social services, vocational training and livelihood opportunities. Direct propaganda forms such as village meetings, loudspeakers, bulletin boards, and billboards are still maintained effectively, playing the role of familiar and close information channels to the people.

To meet the requirements of the digital age, the commune has established a Community Digital Technology Team and Project 06 in 15/15 villages in the area. Through organizing training sessions, members of the teams have promptly accessed knowledge, improved skills and applied digital technology to communication practices at the grassroots level.

Head of Ha Tien village Pham Van Quoc shared: The Community Digital Technology Team and Project 06 of Ha Tien village were established with 7 members. We regularly coordinate with the village and hamlet forces to support people in installing and activating VNeID accounts, integrating health insurance cards and electronic health books into VNeID as well as how to use online utilities. For elderly or poor households who are not familiar with technology, we "hold their hands and show them how to do it", at first they are still confused, but when directly supported, they are very excited and accept it quite quickly.

In addition to direct guidance, the commune also promotes propaganda through digital platforms such as village/commune zalo, commune OA zalo, community facebook and electronic information page... Many digital contents such as short videos , images, infographics are produced, helping young groups access information faster and more vividly.

Along with innovating communication methods, the commune has significantly improved the collection and management of data on poor and near-poor households through spreadsheets and management software. This helps staff easily monitor support progress, compare beneficiary policies and update the actual situation.

Digitalization to serve people

Not only stopping at propaganda work, Trung Thuan commune also focuses on applying digital transformation in management and operation. Training activities on digital transformation are widely deployed. People in the whole commune are propagandized and guided on digital literacy, online public services, etc. In particular, Sub-project 1 - Reducing information poverty under Project 6 is implemented systematically in conjunction with upgrading broadcasting infrastructure. The broadcasting system applying information and telecommunications technology is installed with 42 loudspeaker clusters. Currently, the commune is implementing a project to develop a broadcasting loudspeaker system, including investing in installing 12 more IP smart radio receiver clusters, helping to inform people faster, clearer and more evenly.

At the Commune Public Administration Service Center, 397 administrative procedures have been made public in many forms: Paper copies, QR codes, posted on the electronic information page... Of which, 201 procedures are eligible for full online public services and 196 procedures are partially online. This is an important step in bringing people closer to digital public services. From July 1 to November 28, 2025, the commune received 1,463 records, of which 1,093 were submitted online; 1,408 records were resolved ahead of schedule.

According to Nguyen Ngoc An, Head of the Department of Culture and Society, Trung Thuan Commune People's Committee, the biggest difficulty in the implementation process is the difference in digital skills between population groups. Many poor households do not have or are not familiar with using smartphones, and in many cases do not know how to install and use applications. Infrastructure is still lacking, and the commune's propaganda content on digital transformation is not rich enough to meet the diverse needs of the people. In addition, some areas have unstable internet coverage, so the process of guiding or using online services is sometimes interrupted.

Enhancing digital capacity towards sustainable development

To continue improving the quality and effectiveness of information poverty reduction associated with digital transformation, Trung Thuan commune has identified many key solutions in the coming time. The most important task is to continue perfecting digital infrastructure and improving digital capacity for grassroots staff. "The locality will focus on training and instructing village and commune officials on digital content creation skills such as video recording, clip editing, infographics and social network platform management. In addition, the commune will build a set of standardized, easy-to-understand propaganda content suitable for each population group. The Community Digital Technology Team and Project 06 will also be strengthened to support people to exploit digital services well, especially poor households and the elderly," said Vice Chairman of Trung Thuan Commune People's Committee Tran Minh Dong.

Thanks to the synchronous implementation of solutions, the poverty reduction results of Trung Thuan commune have changed significantly. By the end of 2025, the number of poor households decreased from 273 to 199; near-poor households from 135 to 104. This positive result has an important contribution from the effective implementation of sub-projects under the national target program for sustainable poverty reduction.

In addition, the commune will also continue to improve the poor household database in the direction of interconnected updates, serving comparison, analysis and more accurate policy communication; expand internet coverage, upgrade communication equipment and encourage people to use online public services...

With the determination of the political system and the support of the people, Trung Thuan is gradually building a friendly and equal digital environment. The locality hopes to become a bright spot in reducing information poverty in the near future, contributing to improving the quality of life and sustainable development.
