Promoting digital transformation in implementing social security policies

Before the merger and implementation of new regulations on social insurance (SI) and health insurance (HI), Mr. Tran Dung Ha, Deputy Director of the Social Insurance Agency of Ho Chi Minh City, discussed with SGGP Newspaper reporters about the implementation of social security policies for the megacity of Ho Chi Minh City.

REPORTER: How has the expansion of space and population in Ho Chi Minh City affected the implementation of social insurance, health insurance policies and ensuring social security, sir?

* Mr. TRAN DUNG HA : Expanding the management area helps bring social insurance and health insurance policies closer to people in border areas (previously), especially remote, isolated, border and island areas. Thereby, it helps people more easily participate and enjoy the regimes, especially health insurance policies; expand the number of participants, increase the coverage of social insurance and health insurance, ensure social security for more people. At the same time, it creates unity, uniformity, narrows the gap between different localities, comprehensively improves the quality of service to people, contributes to stabilizing life, creates conditions for people to feel secure in working and producing, thereby promoting socio -economic development in the locality.

However, the expansion of the area also has a great impact on the management, operation and many other activities of the Social Insurance of Ho Chi Minh City. Therefore, the Social Insurance system of Ho Chi Minh City is trying to change the way it operates, such as continuing to promote the application of information technology, modernizing processes and improving service quality. All the determination and efforts of the Social Insurance of Ho Chi Minh City are aimed at ensuring timely and continuous implementation of policies, ensuring the rights of businesses, employees, and participants of social insurance and health insurance.

While implementing the arrangement and new regulations on social insurance and health insurance, what solutions does the unit have to improve the quality of service to the people?

* From July 1, 2025, the Social Insurance Law 2024 and the amended and supplemented Health Insurance Law 2024 will take effect. In the context of many major changes to the industry, Ho Chi Minh City Social Insurance has arranged officials to receive documents at the Public Administration Service Center at the commune level; established working groups at grassroots social insurance agencies to directly receive, guide, and resolve difficulties and problems arising in the process of reorganizing the apparatus and implementing the 2-level local government organization model.

We also increase the application of information technology; maintain and improve the efficiency of online public services at level 4, and conduct electronic transactions for employers. At the same time, encourage people to use VssID and digital platforms to look up and access services quickly and conveniently.

Ho Chi Minh City Social Insurance also strengthens communication and guidance, especially in the initial stage when the new policy takes effect and the apparatus has just changed, to create consensus and peace of mind among the people. At the same time, closely coordinate with related units, especially medical examination and treatment facilities, post offices , and local authorities in implementing social insurance and health insurance policies. Promote connection and data sharing with related ministries and branches to minimize paperwork and procedures from the people. In addition, Ho Chi Minh City Social Insurance continues to establish a mechanism to monitor and evaluate service quality, receive feedback from people to improve processes, and increase the satisfaction level of participants and beneficiaries of policies.

Ho Chi Minh City is making efforts to resolve administrative procedures regardless of administrative boundaries. How does Ho Chi Minh City Social Insurance do this so that people can access policies promptly, especially in rural and island areas?

* As of June 30, Ho Chi Minh City had nearly 4 million people participating in compulsory social insurance; nearly 11.5 million people participating in health insurance, reaching a coverage of 82.1% of the population. With the orientation of "taking people as the center of service", digital transformation solutions of Ho Chi Minh City Social Insurance are promoted, aiming to ensure social security benefits for all people - regardless of where they live, while contributing to the modernization of the public administration of the Social Insurance sector in the new period.

Including the VssID application solution - Digital Social Insurance; using electronic health insurance card images when going to see a doctor or get treatment nationwide instead of paper cards. We also implement a 24/7 customer care policy, such as Chatbot - automatic response; support hotline 1900 9068...; develop digital communication forms, policy propaganda via social networks, Zalo OA, proactive messages. At the same time, communicate to people and businesses to increase the use of online public services, in order to reduce administrative procedures, save time and travel costs for people. This is especially meaningful for people in remote areas, islands.

The connection and integration of the national population database and other digital platforms of the Government helps to synchronize data with the national population database system, contributing to reducing paperwork, quick verification and increasing accuracy in management. Currently, the rate of data cleaning and synchronization of personal identification numbers and CCCD of participants in the database managed by Vietnam Social Security has reached 99.43%.

According to Mr. Tran Dung Ha, in order to effectively implement the new regulations of the Law on Social Insurance and the Law on Health Insurance, it is necessary to have the initiative and active cooperation from the people. Specifically, people should proactively seek official information from the channels of Vietnam Social Security such as the Electronic Information Portal, VssID application, official Facebook and Zalo fanpages of Vietnam Social Security. At the same time, check their participation in social insurance and health insurance (especially the payment period, benefit level and type of participation) through the VssID application or the Vietnam Social Security Public Service Portal.

Employees should monitor the social insurance contributions of their employers to ensure that they are paid in full and at the correct level. Freelancers, business households, and freelancers should proactively participate in voluntary social insurance and family health insurance to be protected in risky situations.
