In recent times, despite many difficulties and challenges, the fight against smuggling, trade fraud and counterfeit goods has always received the attention, leadership and close direction of the Party, State, Government and Prime Minister; ministries, branches, localities and functional forces have resolutely implemented many measures, which have been supported by the people, thereby achieving positive results, contributing to ensuring security, order and social safety, building an independent, autonomous and self-reliant economy , promoting production, business and trade activities, contributing to increasing state budget revenue, protecting the legitimate rights and interests of enterprises and consumers, improving people's lives, and serving well the task of socio-economic development of the country.
In addition to the achieved results, there are still some difficulties and limitations, notably: Resolutions of the Government, directives and telegrams of the Prime Minister , plans and directives of the National Steering Committee 389 have not been seriously and effectively implemented by a number of ministries, branches, localities and functional forces. The work of combating smuggling, trade fraud and counterfeit goods has not fully reflected the actual situation. The situation of smuggled goods and illegal transportation of goods across the border is still complicated, counterfeit goods, poor quality goods, goods of unknown origin, goods infringing intellectual property rights are still smuggled deep into the country, sold openly, increasing in the e-commerce environment on a large scale, for a long time, directly affecting the health of the people; The situation of illegal purchase and sale of invoices, tax fraud and taking advantage of favorable conditions and open import-export policies to smuggle, commit commercial fraud, transport prohibited goods, counterfeit goods, and intellectual property violations has not been detected and handled promptly.
Creating a legal corridor to improve the effectiveness of the fight against smuggling, trade fraud and counterfeit goods
In order to effectively combat, gradually prevent and repel smuggling, trade fraud and counterfeit goods in the coming time, Deputy Prime Minister Bui Thanh Son, Head of the National Steering Committee 389, directed the Steering Committees 389 of ministries, branches and localities to continue to thoroughly grasp and strictly implement the directives of the Government, the Prime Minister, and the National Steering Committee 389 on the prevention and combat of smuggling, trade fraud and counterfeit goods such as: Directive No. 17/CT-TTg dated June 19, 2018 of the Prime Minister on strengthening the fight against smuggling, trade fraud, production and trading of counterfeit and poor-quality goods in the group of pharmaceuticals, cosmetics, functional foods, medicinal herbs and traditional medicine, Decision No. 319/QD-TTg dated March 29, 2023 of the Prime Minister approving the Project on combating counterfeit goods and protecting consumers in e-commerce until 2023. 2025, Official Dispatch No. 40/CD-TTg dated April 17, 2025 of the Prime Minister on handling the case of production and distribution of fake milk, Official Dispatch No. 41/CD-TTg dated April 17, 2025 of the Prime Minister on handling the case of production and trade of counterfeit medicines, health protection foods...
Strictly implement regulations on combating, preventing and repelling degradation in political ideology, ethics, lifestyle, preventing and combating corruption, negativity, and combating smuggling, trade fraud and counterfeit goods within the functional forces (Police, Customs, Market Management, Border Guard, Coast Guard, Tax, etc.); strictly handle organizations and individuals who violate the law.
Develop programs, plans, and solutions in the fight against smuggling, trade fraud, and counterfeit goods in accordance with local developments and task requirements; especially focus on combating and effectively preventing the illegal buying, selling, and transporting of drugs, smuggling, and illegal transportation of gold, foreign currency, and counterfeit goods of Vietnamese origin for export to other countries; and the production and trading of counterfeit goods, poor quality goods, and goods that infringe upon intellectual property.
The Ministry of Justice shall preside over and coordinate with the Standing Office of the National Steering Committee 389 and relevant ministries and branches to review legal documents and regulations related to the fight against counterfeit and substandard goods, promptly propose amendments and supplements to regulations to overcome limitations and shortcomings, and create a legal corridor to improve the effectiveness of the fight against smuggling, trade fraud and counterfeit goods.

The Deputy Prime Minister directed to strengthen inspection and supervision by ministries and branches on the work of combating smuggling, trade fraud and counterfeit goods and the task force; educate officials and civil servants to improve their professional qualifications, skills, awareness, political ideology, ethics, lifestyle, not to assist, protect, or cover up smuggling, trade fraud and counterfeit goods; commend and reward collectives and individuals with outstanding and exemplary achievements to encourage, motivate the spirit, spread the example of good people and good deeds in the work of combating smuggling, trade fraud and counterfeit goods.
Develop a project to enhance capacity and increase investment in purchasing modern means and equipment to improve the effectiveness of anti-smuggling, trade fraud and counterfeit goods work, ensuring safety for officers, soldiers and specialized forces in performing their duties.
Detect and promptly handle subjects with acts of smuggling, trade fraud and counterfeit goods.
The Deputy Prime Minister assigned the Standing Office of the National Steering Committee 389 to consult with relevant ministries and branches on appointing leaders to complete the Steering Committee 389 at all levels, firstly, complete the National Steering Committee 389 and the local Steering Committee 389 will be completed after completing the provincial arrangement; amend decisions, regulations and rules on the operation of the National Steering Committee 389, the Standing Office of the National Steering Committee 389, the local Steering Committee 389, and the coordination between functional forces; be more proactive and active in monitoring the situation; coordinate with functional forces to urge, supervise and inspect the implementation of plans to combat smuggling, trade fraud and counterfeit goods by road, sea, air and in the e-commerce environment, especially in border areas, border gates and key inland areas; Proactively establish interdisciplinary teams to inspect and supervise compliance with legal regulations by businesses, organizations and individuals to promptly detect and handle subjects with acts of smuggling, trade fraud and counterfeit goods.
Inspect and guide the Standing Agency and member units of the Steering Committee 389 of ministries, branches, provinces and cities to seriously and effectively implement the directives of the Government, the Prime Minister, and the National Steering Committee 389 on the fight against smuggling, trade fraud and counterfeit goods.
Fully synthesize the opinions and recommendations of the delegates attending the meeting, including difficulties and obstacles, and report to the Minister of Finance - Deputy Head of the National Steering Committee 389 to sign and issue the Report of the National Steering Committee 389 on the fight against smuggling, trade fraud and counterfeit goods in the first quarter of 2025 and directions and tasks for the coming time.
The Standing Office of the National Steering Committee 389 monitors and urges the implementation and synthesizes the results to report to the Deputy Prime Minister, Head of the National Steering Committee 389 before May 31, 2025.
