Promoting the application of information technology in administrative procedures

Communes and wards in Can Tho City focus on promoting digital transformation, aiming to build a modern and effective administration, serving people and businesses well. This is one of the key tasks to improve the effectiveness and efficiency of management, and promote local socio-economic development after the merger.

Civil servants of Thoi An Dong Ward Public Administration Service Center actively apply information technology to resolve administrative procedures for people and businesses.

Thoi An Dong Ward was established on the basis of merging 3 wards: Thoi An Dong, Tra Noc and Tra An. According to Mr. Nguyen Ngoc Vinh, Vice Chairman of Thoi An Dong Ward People's Committee, in order to promote digital transformation, the ward makes the most of the equipment that still meets the requirements to arrange for work. For equipment that is still lacking or does not meet the requirements, the Ward People's Committee will repair and renovate. The ward prioritizes ensuring headquarters, machinery, equipment, transmission lines and other assets for the Public Administration Service Center to meet the requirements of providing online public services and handling administrative procedures (TTHC) for people and businesses.

The Ward Public Administration Service Center has 9 officers and civil servants. The Center focuses on promoting the application of information technology in performing administrative procedures. The officers and civil servants of the Center are fully equipped with computers, scanners, Internet connection, digital signatures, and personal accounts, making it convenient to receive documents, digitize and return results online to organizations and individuals. The Ward has established a "Digital Education for the People" Team with 5 members. Every day, the Team sends 2 members to the Ward Public Administration Service Center to receive, guide and support people in performing administrative procedures and submitting public service applications online.

According to Mr. Le Minh Duy, Deputy Director of the Ward Public Administration Service Center, from July 1 to the end of July 2025, the Ward Public Administration Service Center received and processed 276 records, including 262 online records, 14 records in person and via postal service.

Thoi Long Ward was established on the basis of merging the entire area and population of Thoi Long Ward, Long Hung Ward and Tan Hung Ward. The Ward is quickly stabilizing its administrative apparatus; implementing many solutions to promote digital transformation.

Mr. Duong Trong Hieu, Deputy Director of the Ward Public Administration Service Center, said that in order to carry out digital transformation in the ward's activities, the ward promotes the application of information technology; uses management and operation software, resolves procedures quickly and transparently; deploys models to support people and businesses in performing public services online. The ward arranges 10 officials and civil servants to work at the Public Administration Service Center. Each official and civil servant has a digital signature, is equipped with a computer, scanner, printer, and is connected to the Internet. At the Ward Public Administration Service Center, there is password-free wifi; 2 sets of computers, 1 printer and a photocopier are arranged to support people in submitting documents online. The ward publicizes the list of administrative procedures with QR codes with 260 procedures in 12 fields. From July 1 to the end of July 2025, the Center received 702 applications, of which 351 were received online and 351 were received in person; 433 applications were processed and 269 applications are being processed.

According to the leader of Thoi Long ward, in order to promote digital transformation, the ward will study and propose directions for renovating the headquarters, investing in equipment to ensure aesthetics, modernity, and better serve the people. The ward recommends that the city soon equip an automatic queue numbering system, information lookup kiosk, QR code scanner to facilitate the ward's Public Administration Service Center and people when performing administrative procedures...

With the great efforts and determination of communes and wards, the digital transformation after merging administrative units and implementing the 2-level local government model has been helping localities operate stably, effectively and efficiently, creating practical convenience for people and businesses.
