Speed ​​up disbursement progress of National Target Program 1719 in 2025

On November 3, Mr. Dang Ngoc Hau, Vice Chairman of the Provincial People's Committee, chaired a meeting on the disbursement progress of the National Target Program 1719 in 2025. Attending the meeting were leaders of a number of relevant departments and branches. The meeting was broadcast online to 32 communes and wards in the province.

The Vice Chairman of the Provincial People's Committee chaired a meeting on the disbursement progress of the National Target Program 1719 in 2025.

At the meeting, the Department of Ethnic Minorities and Religions reported on the implementation of the National Target Program 1719 in 2025. Since the beginning of the year, the Department of Ethnic Minorities and Religions has thoroughly grasped and implemented the Central Government's guiding documents on adjusting the content, decentralization, supervision, and guidance on the implementation of the National Target Program project when operating under the 2-level government model; issues related to ethnic affairs and the organization of administrative units in ethnic minority areas. At the same time, it has organized 6 inspections to grasp the implementation of the National Target Program on socio -economic development in ethnic minority and mountainous areas and ethnic policies in the province; promptly urged and guided units to implement to ensure the correct goals, targets, and tasks of the program.

The leaders of the Department of Ethnic Minorities and Religions reported on the implementation of the National Target Program 1719 by 2025.

The total central budget capital allocated to the province in 2025 is nearly 1,445 billion VND. Up to now, the Provincial People's Committee has allocated 100% of the assigned capital plan in detail, disbursed and paid 1,432 billion VND, reaching 99.1% of the total capital assigned in 2025. At the same time, disbursed nearly 600 million VND of capital extended to 2025. The capital in 2025 that cannot be disbursed is more than 12.8 billion VND to implement Project 3 and Project 10 in the Program due to not being fully used, must be recovered and returned to the central budget.

The total capital allocated for disbursement according to Decision No. 2404/QD-UBND dated September 24, 2025 of the Provincial People's Committee is 163.5 billion VND. The basic units are in the process of implementing contractor selection procedures. It is expected that by mid-November 2025, most communes and wards will basically complete contractor selection procedures and proceed to sign implementation contracts. Currently, some communes have taken the lead in signing implementation contracts, including the communes of Long Phieng, Muong Bu, Muong Coi, Sop Cop and Tuong Ha.

The meeting was held online to communes.

Concluding the meeting, comrade Dang Ngoc Hau requested departments and branches to focus on guiding communes on investment procedures, settlement approval processes, and strengthen inspection and closely monitor the construction quality of projects using capital from the National Target Program 1719 in 2025. The Department of Ethnic Minorities and Religions updated and reported progress regularly on a daily basis from December 5-15, developed plans, and proposed to the leaders of the Provincial People's Committee to organize specialized inspections and supervision to promptly assess and remove difficulties in the implementation of projects under the National Target Program 1719 in 2025. Communes strengthened supervision and urged contractors to ensure progress on time and completed volume. Urgently complete investment procedures according to regulations, coordinate with departments and branches to promptly remove difficulties in the process of payment and settlement procedures. Strive to complete disbursement by December 15.
