2025 is the "finish line" year that determines the success of the socio -economic development plan for the 2021-2025 period. With a total estimated state budget revenue of over VND 24,735 billion, of which domestic revenue is over VND 21,900 billion, and land use fees alone are estimated at VND 5,209 billion, Thai Nguyen province is mobilizing maximum resources to complete this key goal.
Land revenue plays an important role in balancing the budget, and is also a strategic driving force opening up opportunities for breakthroughs in infrastructure, urban areas and industrial zones, thereby improving people's quality of life in a comprehensive and sustainable way.
Mr. Le Hai Hung, Deputy Head of Tax Department 1 of Thai Nguyen province, said: In 2025, the unit was assigned to collect 5,962 billion VND, of which land use fees accounted for more than 2,435 billion VND. By the fourth quarter, about 1,981 billion VND remained to be collected. We are implementing the plan of the Provincial People's Committee, coordinating with localities to review revenue sources, establish a working group to urge businesses and shorten tax administrative procedures.
Thai Nguyen Tax Department has identified accelerating the collection of land use fees as a key task in the final months of the year. Units make detailed plans for each week and project; shorten administrative procedures and promote interconnection mechanisms at public administrative centers at commune and ward levels, to facilitate investors to fulfill their financial obligations on time.
The “sprint” atmosphere is spreading in localities. A series of projects with a total estimated revenue of more than 2,257 billion VND are being urgently implemented, such as: Linh Son ward 350 billion VND, Phu Binh commune 340 billion VND, Bach Quang ward more than 212 billion VND, Pho Yen ward 170 billion VND, Van Xuan ward nearly 163 billion VND, Dai Phuc commune 160 billion VND...
Mr. Tran Xuan Truong, Secretary of the Van Xuan Ward Party Committee, said: The ward is strongly directing 4 key projects including Pecom Urban Area, Kim Thai Urban Area, East - West Area and 19.5ha of residential land. The goal in October is to complete site clearance to submit for land allocation, strive to exceed the plan to collect over 1,400 billion VND this year and prepare land fund for budget collection in the first quarter of 2026.
Along with urban projects, Van Xuan ward also promotes site clearance for 6 residential areas, including Yen Binh 2 Industrial Park and the concentrated Information Technology Park with nearly 200 hectares, which are new "fulcrums" for increasing budget revenue and sustainable development.

In Pho Yen ward, budget collection is also taking place urgently. Mr. Nguyen Viet Hung, Chairman of the Ward People's Committee, said: We have established a working group focusing on land revenue, closely coordinating with the Branch of the Land Fund Development Center of Region 3 in declaring, counting and handing over land. In the first 9 months of the year, the ward has achieved 68% of the collection plan, with about 295 billion VND remaining to be completed in the fourth quarter, mainly from land use fees. The goal is to complete 100% of the assigned plan.
Under the direction of the Provincial People's Committee, the 2025 budget collection work will be monitored weekly to ensure progress and efficiency. Localities must develop specific plans for each stage, from site clearance, land price determination, to completing financial records, land allocation and collection, thereby closely controlling progress and exceeding targets.
Mr. Nguyen Van Dong, Director of the Regional Land Fund Development Center Branch 5, informed: In 2025, the unit will carry out compensation and site clearance work in 14 wards and communes. In Linh Son ward and Dong Hy commune alone, the total land use fee collection is expected to be about 470 billion VND. "The Huong Thuong Urban Area No. 1 project in Linh Son has announced a collection of 301 billion VND and is preparing to hand over land for phase 2, with an expected collection of 40-50 billion VND" - Mr. Dong said.
In Dong Hy commune, two projects, Hoa Thuong Urban Area No. 1 and Go Cao Residential Area, are also completing procedures, with a total expected revenue of 80 billion VND, ensuring 100% of the plan is achieved ahead of schedule.
On the business side, Mr. Vu Van Khoa, Deputy Director of the Management Board of Urban Area No. 1 Huong Thuong, said: The project has an area of over 18 hectares, and has been allocated land in 2 phases with a total of 10.4 hectares. Phase 1 has paid 96 billion VND; phase 2 was assigned on September 4, 2025, we have paid 50% of the total 323 billion VND and committed to completing before December 4, 2025. The business has prepared capital, just hoping to soon hand over the remaining land to continue implementing the project.
These specific figures and commitments demonstrate the spirit of effective coordination between the government, professional agencies and businesses, a fundamental factor promoting the progress of land use fee collection, creating a solid resource for the province's socio-economic development.
However, the implementation process still faces many challenges in stages such as site clearance, land price determination, land allocation procedures, financial obligation approval, etc. The Provincial People's Committee requires the tax, natural resources - environment, finance and local sectors to coordinate synchronously and flexibly, ensuring publicity, transparency, and minimizing implementation time.
Thai Nguyen is making a strong breakthrough, many localities have risen to become bright spots in implementing the task of budget collection. Land revenue results have reached and exceeded the plan, creating a record mark in finance, at the same time opening a solid foundation for sustainable infrastructure and urban development in the period 2026-2030.
