2025 is the "finish line" year that will determine the success of the socio -economic development plan for the 2021-2025 period. With a total projected state budget revenue of over 24,735 billion VND, including more than 21,900 billion VND from domestic sources, and an estimated 5,209 billion VND from land use fees alone, Thai Nguyen province is mobilizing maximum resources to achieve this key objective.
Revenue from land plays a crucial role in balancing the budget and is a strategic driving force that opens up opportunities for breakthroughs in infrastructure, urban development, and industrial zones, thereby comprehensively and sustainably improving the quality of life for the people.
Mr. Le Hai Hung, Deputy Head of Tax Department 1 of Thai Nguyen province, said: In 2025, the unit was assigned to collect 5,962 billion VND, of which land use fees accounted for more than 2,435 billion VND. By the fourth quarter, there was still about 1,981 billion VND to be collected. We are implementing the plan of the Provincial People's Committee, coordinating with localities to review revenue sources, establishing a working group to urge businesses to pay and shorten tax administrative procedures.
The Thai Nguyen Tax Department has identified accelerating the collection of land use fees as a key task for the remaining months of the year. Units are developing detailed weekly plans for each project; shortening administrative procedures and strengthening inter-agency coordination at commune and ward-level public administrative centers to facilitate investors in fulfilling their financial obligations on time.
A "rush" atmosphere is spreading across localities. A series of projects with a total projected revenue of over 2,257 billion VND are being urgently implemented, such as: Linh Son ward (350 billion VND), Phu Binh commune (340 billion VND), Bach Quang ward (over 212 billion VND), Pho Yen ward (170 billion VND), Van Xuan ward (nearly 163 billion VND), Dai Phuc commune (160 billion VND)...
Mr. Tran Xuan Truong, Secretary of the Party Committee of Van Xuan Ward, said: The ward is decisively directing four key projects including the Pecom Urban Area, Kim Thai Urban Area, the East-West area, and the 19.5 hectares of residential land. The goal is to complete land clearance in October to submit for land allocation, striving to exceed the revenue target of over 1,400 billion VND this year and prepare land for budget revenue in the first quarter of 2026.
Alongside urban development projects, Van Xuan ward is also accelerating land clearance for six residential areas, including the Yen Binh 2 Industrial Park and the concentrated Information Technology Park, covering nearly 200 hectares. These are new "pillars" for increased budget revenue and sustainable development.

In Pho Yen ward, revenue collection is also proceeding urgently. Mr. Nguyen Viet Hung, Chairman of the People's Committee of the ward, said: "We have established a working group focusing on revenue from land, coordinating closely with the Branch of the Land Fund Development Center, Region 3, in declaring, counting, and handing over land. In the first nine months of the year, the ward has achieved 68% of the revenue plan, with approximately 295 billion VND remaining to be collected in the fourth quarter, mainly from land use fees. The goal is to complete 100% of the assigned plan."
Following the direction of the Provincial People's Committee, the 2025 budget revenue collection will be monitored weekly to ensure progress and efficiency. Local authorities must develop specific plans for each stage, from land clearance and land valuation to completing financial documents, land allocation, and revenue collection, thereby closely controlling progress and exceeding targets.
Mr. Nguyen Van Dong, Director of the Land Development Center Branch in Region 5, informed that in 2025, the unit will carry out compensation and land clearance work in 14 wards and communes. Specifically in Linh Son ward and Dong Hy commune, the total revenue from land use fees is expected to be approximately 470 billion VND. “The Huong Thuong Urban Area No. 1 project in Linh Son has announced the collection of 301 billion VND and is preparing for the second phase of land allocation, with an expected additional collection of 40-50 billion VND,” Mr. Dong stated.
In Dong Hy commune, two projects, Hoa Thuong Urban Area No. 1 and Go Cao Residential Area, are also completing procedures, with a total expected revenue of 80 billion VND, ensuring 100% of the plan is achieved ahead of schedule.
On the business side, Mr. Vu Van Khoa, Deputy Director of the Huong Thuong Urban Area No. 1 Project Management Board, said: The project covers an area of over 18 hectares, and land has been allocated in two phases totaling 10.4 hectares. The first phase has been fully paid for with 96 billion VND; the second phase, allocated on September 4, 2025, has already paid 50% of the total 323 billion VND, and we are committed to completing the remaining payment before December 4, 2025. The company has prepared the necessary capital and is only hoping for the handover of the remaining land soon to continue implementing the project.
These specific figures and commitments demonstrate the effective coordination between the government, specialized agencies, and businesses, a fundamental factor in accelerating the collection of land use fees and creating a solid source of resources for the province's socio-economic development.
However, the implementation process still faces many challenges in areas such as land clearance, land valuation, land allocation procedures, and financial obligation approval. The Provincial People's Committee requests that the tax, natural resources and environment, finance, and local authorities coordinate synchronously and flexibly, ensuring transparency and minimizing implementation time.
Thai Nguyen is making strong breakthroughs, with many localities emerging as bright spots in fulfilling their budget revenue collection tasks. Revenue from land has met and exceeded targets, creating a record-breaking financial achievement and laying a solid foundation for sustainable infrastructure and urban development in the 2026-2030 period.
