One of the tasks and solutions to make English the second language in schools in the 2025-2035 period is to innovate teaching methods, testing, and assessment methods.
Accordingly, English teaching will not only measure grammar and vocabulary skills as before, but will shift to teaching all four skills of listening, speaking, reading and writing, with a focus on developing listening and speaking skills.
Accordingly, the testing method will change in the direction of designing a diverse, flexible and practical assessment system, promoting English teaching and learning and teaching in English naturally, linked to the real-life usage environment.
The project also requires the development of a system of processes and tools to assess English proficiency according to output standards in a synchronous, interconnected manner, approaching international competency assessment standards.
At the same time, the system for assessing and assessing the quality of foreign language teaching, especially English in schools, will be built and perfected in a modern and professional direction.

According to the roadmap, by 2030, 100% of general schools nationwide will teach English as a compulsory subject from grade 1, moving towards creating a natural English-using environment in schools, helping students consider English as a second language, not just a subject.
The project to make English the second language in schools is applied in all preschool, general education , university, vocational education, and continuing education facilities nationwide.
It is estimated that the project will impact about 50,000 educational institutions with nearly 30 million children, pupils, and about 1 million managers and teachers at all levels, fields of study, and training sectors.
The project implementation period is 20 years (2025-2045).
The Ministry of Education and Training said that to successfully implement the Project, there needs to be at least one English teacher position in each preschool. The expected number of additional positions at this level is 12,000 people.
For primary school level, the number of English teachers is nearly 10,000. Both levels need an additional 22,000 teachers.
English is currently the official or second language in 54 countries and 27 territories. Most of these are countries and territories with advanced science and technology, strong economic development and a total GDP accounting for 45% of global GDP.
