Check and urge the reception of citizens, settlement of complaints and denunciations

In recent times, the work of receiving citizens, resolving complaints, denunciations, recommendations and reflections of citizens in the province has always received attention, leadership and direction from local Party committees and authorities.

Since July 1, the implementation of administrative unit arrangement according to the 2-level local government model, along with many constructions and investment projects in the area being deployed, land acquisition for project implementation has directly impacted the lives, rights and legitimate interests of the people, leading to a large number of complaints, denunciations, petitions and reflections. After the arrangement, commune-level administrative units have increased in population size, area and management area. Many new legal regulations have been issued but have not been trained and guided for implementation, especially in the decentralization of authority to resolve complaints and denunciations. Civil servants assigned to receive citizens and handle petitions do not have experience... leading to many difficulties in receiving citizens, resolving complaints, denunciations, petitions and reflections.

Based on this reality, the Provincial Inspectorate established a team to inspect the responsibility for implementing the law on receiving citizens, handling complaints and denunciations against the chairmen of the People's Committees of 31 communes, wards and special zones. Through the inspection, local leaders have paid attention to leading and directing the implementation of legal provisions on receiving citizens, handling complaints, denunciations, recommendations, reflections, protecting the rights and legitimate interests of individuals, agencies and organizations, contributing to strengthening socialist legality and improving the effectiveness of state management.

The inspection team discovered a number of limitations such as: Some units have not issued documents related to citizen reception work (regulations on citizen reception, documents assigning civil servants to regularly receive citizens, and handle petitions); have not posted notices of citizen reception schedules at places where citizens are received. Some localities have overdue complaints within their jurisdiction, and have not handled petitions in accordance with regulations; have not promptly paid allowances to civil servants performing citizen reception tasks... The reason is that after implementing the 2-level local government model, the assignment and arrangement of commune-level civil servants to perform this task has not been timely; assigned civil servants do not have experience, have not been trained, or have not received professional development in citizen reception, complaint and denunciation handling.

Based on the inspection results, the Provincial Inspectorate recommends that the Chairman of the Provincial People's Committee direct agencies, units and localities to immediately carry out key tasks. First of all, further strengthen the propaganda and dissemination of legal regulations on citizen reception, complaints and denunciations; directive documents of the Central, Provincial Party Committee, Provincial People's Committee related to citizen reception, complaint and denunciation settlement; arrange convenient places for citizen reception, ensure material facilities for citizen reception in accordance with legal regulations.

In addition, assign civil servants to work in receiving citizens and handling petitions with qualifications and professional expertise appropriate to the job position, ensuring stability and longevity; minimize the transfer and transfer of work positions for this position; ensure the monitoring and handling of citizens' petitions and letters are continuous; promptly pay allowances for civil servants assigned to regularly receive citizens and handle petitions according to current regulations. Every year, the Provincial Inspectorate develops a plan to organize training, education, and professional development for commune-level civil servants.
