National Assembly deputies believe Hai Phong can become the "second Singapore" of Southeast Asia.

According to Minister of Home Affairs Pham Thi Thanh Tra, in the coming time, Thuy Nguyen city will be the political, economic and social center of Hai Phong city.


On the afternoon of November 21, the National Assembly discussed in the hall the establishment of Hue city under the Central Government; the draft Resolution on the organization of urban government in Hai Phong city.

Agreeing with the establishment of Hue City as a centrally-governed city based on the preservation and promotion of the heritage values ​​of the ancient capital and the cultural identity of Hue, which represents an important innovation in urban development and contributes to the implementation of the policy of developing urban areas in a green, civilized, and culturally rich direction, Delegate Pham Van Hoa (Dong Thap Delegation) said that, in terms of socio-economic development structure, Thua Thien Hue has met the standards for socio-economic development level applicable to centrally-governed cities.

However, according to Mr. Hoa, the newly established city of Hue will face many difficulties and challenges, especially regarding urbanization, as it currently only has 2 districts, 3 towns, and 4 counties. Therefore, the central government needs to pay more attention to resources so that the city of Hue can further develop its socio-economic potential, especially as a unique urban center of the ancient capital.

Sharing the same view, Delegate Tran Van Tien (Vinh Phuc Delegation) expressed that the establishment of Hue City as a centrally-governed city ensures the conditions for a key economic center and region in Central Vietnam, while also meeting requirements for national defense, security, and historical and cultural heritage. Currently, both the population size and area standards meet the requirements.

Regarding the draft Resolution on the organization of urban government in Hai Phong City, Delegate Nguyen Quang Huan (Binh Duong Delegation) expressed his belief that this will be a major breakthrough and will create new opportunities for Hai Phong to develop even more strongly, become more self-reliant, and also leverage its geographical location. At the same time, it is in line with the dynamic nature of Hai Phong's people and implements the principle recently directed by the General Secretary: the locality does the work and the locality takes responsibility.

Representative Nguyen Quang Huan believes that if this trend develops, Hai Phong could become a second Singapore in Southeast Asia. According to Mr. Huan, this is a very correct and timely policy, stemming from the practical need for development in the Red River Delta region. Hai Phong will be a new growth pole and, together with Hanoi, will support Hanoi in leading the northern economy.

According to Delegate La Thanh Tan (Hai Phong Delegation), once approved, Hai Phong city will actively and soon implement the new urban government model in the most effective way. This is a model that has an impact and creates a new step forward for Hai Phong in the path of city development.

Explaining the establishment of Hue city under the Central Government, Minister of Home Affairs Pham Thi Thanh Tra said that this content is historic, as this is the first cultural heritage city of Vietnam and a world heritage city of humanity recognized and honored by UNESCO.

According to Ms. Tra, the delegates expressed strong support, agreement, and consensus on the establishment of Hue as a centrally-governed city. The delegates' opinions reflected their expectations and proposed measures to ensure Hue truly deserves to become a centrally-governed cultural heritage city, and to achieve rapid and sustainable development as anticipated.

According to Ms. Tra, the Project has thoroughly assessed the impact, developed plans and roadmaps for arranging and perfecting the organizational structure of agencies and units in the political system of Hue city under the Central Government; plans for using headquarters, public assets and implementing specific policies in the area in accordance with regulations.

To ensure that the establishment of Hue City as a centrally-governed city is scientifically sound, rigorous, and clearly defined in terms of political, legal, and practical foundations, Ms. Tra stated that they have consulted international experiences in establishing heritage cities. Accordingly, the preservation and promotion of the heritage values ​​of the ancient capital and the cultural identity of Hue, with preservation as the core, aims to create momentum and resources for Hue's development. At the same time, it aims to create a ripple effect from Hue throughout the region, contributing to national development. "The renewal of thinking in urban development in Vietnam aims to build urban spaces that are inherited, diverse, rich, smart, green, modern, yet still rich in identity," Ms. Tra said.

Regarding the draft Resolution on the organization of urban government in Hai Phong City, Ms. Tra stated that the establishment of Hai Phong's urban government institutionalizes the Party's resolution and the Politburo's conclusions. Furthermore, the implementation process has ensured continuity and consistency with Ho Chi Minh City and Da Nang, while also incorporating some practical aspects of Ho Chi Minh City's urban government to suit Hai Phong's needs.

Regarding the organizational structure of Thuy Nguyen city, Ms. Tra said that in the coming time, Thuy Nguyen will be the political, economic and social center of Hai Phong city.
