On the afternoon of December 10th, the Ho Chi Minh City People's Council approved a Resolution on the socio-economic development plan for 2026; unanimously choosing the theme for 2026 as "Unlocking institutions, unleashing resources, breakthroughs in infrastructure, improving service efficiency, and creating substantive changes in the development of Ho Chi Minh City after restructuring."

Notably, the city aims for a GRDP growth rate of over 10% in 2026, demonstrating its determination to recover quickly and make breakthroughs after the administrative unit reorganization period.

Ho Chi Minh City's overall goal for 2026 is to effectively leverage advantages and opportunities, especially the mechanisms and policies issued by the Central Government; effectively implement the Resolution of the City Party Congress for the 2025-2030 term and the Action Program to implement the Resolution from the first year of the term; mobilize and effectively utilize resources to ensure the goal of rapid and sustainable economic growth and development based on innovation in the growth model and restructuring of the economy; focus on developing science and technology, innovation and digital transformation...

The key economic targets for 2026 include: GRDP growth rate exceeding 10%; GRDP per capita reaching US$9,800; total social investment accounting for approximately 30% of GRDP; the digital economy accounting for approximately 30% of GRDP; and social labor productivity growth rate reaching 7.5%...

In terms of socio-cultural aspects, Ho Chi Minh City strives to achieve by the end of 2026: 35 hospital beds per 10,000 people, 18 doctors per 10,000 people, and 31 nurses per 10,000 people; ensuring a minimum of 280 classrooms per 10,000 people of school age (from 3 to 18 years old); reducing the multidimensional poverty rate by 0.01%; achieving a wastewater collection rate of 70% by the end of 2026, with 30-35% of urban wastewater treated to standards, and over 45% of household waste recycled or treated using new technologies; and reaching an average housing area of ​​27.69 m2/person by the end of 2026...

In 2026, the city strives to rank in the top 10 nationwide for the Provincial Competitiveness Index (PCI); the Provincial Public Administration and Governance Effectiveness Index (PAPI); ensure 100% recruitment, build a revolutionary, regular, elite, modern, comprehensively strong, and exemplary local armed forces that meet national defense and security requirements; and reduce the number of social order and traffic safety crimes by at least 5%.

Regarding key tasks and solutions for 2026, the City emphasizes the need to continue implementing Resolution No. 68-NQ/TW of the Politburo on the development of the private economy; creating an equal business environment; removing barriers related to land, credit, planning, and procedures to effectively mobilize social resources; and continuing to build outstanding policies to support the private economic sector in accessing production resources.

The city also emphasized the need to promote the driving and leading role of public investment, focusing on key programs and projects; effectively implement public-private partnerships in mobilizing social capital; improve the effectiveness of attracting foreign investment, focusing on attracting large-scale projects to create momentum for rapid and sustainable economic growth...

The city has set the goal of achieving rapid and sustainable economic development based on innovation in the growth model and restructuring the economy; focusing on the development of science and technology, innovation, and digital transformation; re-architecting the development space towards a multi-polar, integrated, and connected direction; prioritizing the mobilization of resources for investment in key infrastructure, and developing an infrastructure system that is synchronous, civilized, and modern.

The city requires accelerated solutions to address three bottlenecks: flooding, traffic congestion, and environmental sanitation and air pollution; speeding up the construction progress of key projects and works in the transportation and technical infrastructure sectors according to the list of key regional connectivity projects; building a culture and developing people comprehensively, aiming for truth, goodness, and beauty, imbued with national spirit, democracy, science, and humanism; ensuring national defense and security, maintaining political stability, and social order and safety.

In 2025, Ho Chi Minh City achieved many important and comprehensive results in various fields, creating a favorable foundation to complete the set goals, targets, and tasks. Notably, the city's Gross Regional Domestic Product (GRDP) growth rate is estimated at 8.03%; the total GRDP value is estimated at 2.74 trillion VND, accounting for 23.5% of the national GDP; and GRDP per capita is estimated at 8,066 USD.

Total budget revenue is estimated at 748,438 billion VND (109.6% compared to the same period)... The city has completed the merger of administrative units at all levels and implemented a two-tiered local government model.

Digital transformation activities have many bright spots, such as the inauguration of the City's Innovation and Entrepreneurship Center and leading the country in the number of applications on the National Public Service Portal.

In addition, socio-cultural aspects and social security are developing in parallel with economic development; the material and spiritual lives of the people are constantly improving.

External relations work continues to be promoted, strengthening connections with foreign partners, contributing to the city's achievement of its set goals. Political security and social order and safety continue to be maintained.../.
