Proposal to compensate if locality accidentally increases tuition fees for preschool, general education, and vocational education

The Ministry of Education and Training has sent the Government a Submission on the draft amendment and supplement to a number of articles of Decree 81 (issued in 2021) regulating the mechanism for collecting and managing tuition fees at universities and localities nationwide.

In the submission, the Ministry of Education and Training proposed that the Government allow the implementation of Decree 81 but delay the roadmap for public university tuition fees by 1 year, while keeping preschool, general education and vocationaleducation tuition fees stable. If any place accidentally increases preschool, general education and vocational education tuition fees, the budget must compensate for the increase.

The Ministry of Education and Training proposed that wherever tuition fees for public preschool, general education, and vocational education have been increased, the state must compensate for the increase.

Specifically, for preschool and general education, schools that have not yet covered their regular expenses will maintain the tuition fee for the 2023-2024 school year at the same level as the tuition fee for the 2021-2022 school year issued by the Provincial People's Council and applied locally.

For schools that have ensured regular and investment expenses, the school will establish tuition fees based on economic and technical norms and cost norms, and submit them to the People's Committee for consideration and approval by the Provincial People's Council.

For vocational education, tuition fees of public institutions from the 2023-2024 school year will remain stable at the tuition fee level of the 2022-2023 school year issued by the school. The State will provide compensation for tuition exemption and reduction according to the actual tuition fee level of the vocational education institution, up to the maximum tuition fee ceiling for the 2022-2023 school year for public vocational education institutions that have not yet covered their regular and investment expenses.

In case the People's Councils of provinces and educational institutions have issued tuition fee frameworks or tuition fee levels for the 2023-2024 school year according to the provisions of Decree 81 with tuition fees increased compared to the 2021-2022 school year, the local budget shall ensure the difference in increase compared to the tuition fee collection for the 2021-2022 school year. The level of support for each educational institution shall be considered and decided by the locality.

In case the Provincial People's Council and educational institutions have issued a tuition fee framework or tuition fee collection level for the 2023-2024 school year according to the provisions of Decree 81 with tuition fees increased compared to the 2021-2022 school year but the local budget does not guarantee the additional difference compared to the tuition fee collection level for the 2021-2022 school year, adjustments must be made according to the Government's regulations on amending and supplementing Decree 81.

The Ministry of Education and Training said that currently, the People's Councils of some provinces and cities have issued resolutions on tuition fees for the 2023-2024 school year (increased compared to the tuition fees for the 2021-2022 school year). However, localities have not yet issued resolutions on tuition support, so the tuition fees that students must pay will increase compared to the tuition fees for the 2021-2022 school year. Therefore, the Ministry of Education and Training proposed to supplement the above regulation to ensure that the tuition fees that students must pay for the 2023-2024 school year do not increase compared to the tuition fees paid for the 2021-2022 school year.

It is known that according to Decree 81, for preschool and general education, from the 2023-2024 school year onwards, the tuition fee framework will be adjusted at a rate appropriate to the local socio-economic conditions, the consumer price index growth rate, the annual economic growth rate and the people's ability to pay, but not exceeding 7.5%/year. To maintain stable tuition fees, the Ministry of Education and Training proposes to amend this regulation in the direction mentioned above.
