Proposal to issue Criminal Record Certificates via VNeID nationwide from July 1

At the recent conference summarizing the results of issuing Criminal Record Certificates via the VNeID application and preparing for nationwide expansion of the pilot program, Deputy Minister of Justice Nguyen Ngoc Khanh stated that after two months of piloting the issuance of Criminal Record Certificates via the VNeID application in Hanoi and Thua Thien Hue province, positive results have been achieved. The number of applications for Criminal Record Certificates via the VNeID application has continuously increased, demonstrating that this is a sound policy of the Government and has received the support and positive response of the people.

Specifically, by the end of June 14, 2024, the Hanoi Department of Justice had received 11,449 requests for issuance of Temporary Residence Cards on the VNeID application, out of a total of 22,730 applications for Temporary Residence Cards (accounting for 50.37%); returned results for 5,811 Temporary Residence Cards; of which, 4,811 applications were early and on time; 641 applications were one day overdue.

As of June 11, 2024, the Department of Justice of Thua Thien - Hue province has received 1,954 applications for issuance of Temporary Residence Cards on the VNeID application, out of a total of 2,782 applications for issuance of Temporary Residence Cards (accounting for 70.23%); returned 1,559 Temporary Residence Cards, of which the applications were resolved on time, accounting for about 95%.

Based on the evaluation of the pilot program and the wishes of localities, Deputy Minister of Justice Nguyen Ngoc Khanh stated that the Ministry of Justice will propose and recommend to the Prime Minister to allow the expansion of the pilot program for issuing Criminal Record Certificates via the VNeID application nationwide from July 1, 2024. Provincial and city chairmen will decide on the pilot period for issuing Criminal Record Certificates via the VNeID application based on the existing infrastructure and technical conditions of their localities, but no later than December 31, 2024.

In addition, the Ministry of Justice will coordinate with the Ministry of Public Security and other relevant agencies and units to finalize Procedure No. 9118/QLHC-TTLLTPQG on the pilot implementation of issuing Criminal Record Certificates via the VNeID application in Thua Thien Hue province, as well as the technical conditions and infrastructure to further facilitate the issuance of Criminal Record Certificates for citizens.
