Localities are continuing to review and compile statistics to determine the specific number of affected houses and damage caused by floods in the area. Currently, water levels in rivers are slowly receding, with water levels dropping by 30-80cm.
Due to the consecutive impacts of natural disasters in the first months of 2025 and the impact of storm No. 10 in 2025 and this special flood, in the context of the city's budget balance, in addition to mobilizing local resources, to create conditions for the city to have funding to overcome flood damage and stabilize people's lives, the People's Committee of Hue City proposes that the Government, the Prime Minister, ministries and central branches pay attention to supporting the following contents:
In the immediate future, provide emergency support of 10 tons of Cloramin B; 20 tons of benkocid chemicals to serve the work of disinfection, ensure environmental sanitation, and prevent epidemics after floods. Support 2 tons of vegetable seeds, 5 tons of corn seeds; 20 tons of Benkocid; 50 thousand doses of foot-and-mouth disease vaccine; 2 million doses of avian influenza vaccine.
Support 40 VS-1500 boats, 80 composite rescue boats, 40 30KVA generators, 60 5-10KVA generators, 80 water pumps. Hue City has received 150 billion VND from the Government in Decision No. 2400/QD-TTg dated October 29, 2025 from the 2025 Central budget reserve for emergency handling and overcoming the consequences of natural disasters.
In the coming time, Hue City proposed the Government and the Prime Minister to continue supporting 650 billion VND to carry out urgent relocation projects for households in areas at high risk of landslides. Relocating about 300 households living between Provincial Road 14B and La Son - Tuy Loan Expressway, in Village 2 and Village 3, Khe Tre Commune due to the process of opening La Son Tuy Loan Expressway, the mountain is leveled, the slope of the highway has a very steep slope with a very high risk of landslides.
Relocating 35 households in areas at high risk of landslides at Pass No. 5, Khe Tre Commune; relocating 16 households along the Ta Trach River in Xuan Phu Village and Da Phu Village, Khe Tre Commune; relocating 18 households at risk of landslides in Chau E Village, Thuy Bang Commune (now Thuy Xuan Ward); rebuilding Le No Bridge in Village 3, Khe Tre Commune, which was severely damaged during the rain from October 25-28, 2025.
Propose that the Prime Minister pay attention to supporting urgent handling, upgrading and repairing damaged and degraded traffic, civil works, schools, technical infrastructure, irrigation, dykes due to floods, and coastal embankments with a total cost of 1,000 billion VND such as: Coastal embankment through Hoa Duan residential group, Thuan An ward, which has suffered severe erosion with a length of 2km; coastal embankment through Vinh Loc commune, 2km long, and Phu Vinh commune, 1km long, with the coastline eroding 10-30m deep into the mainland, affecting Provincial Road 21 and essential infrastructure works.
Handling and overcoming landslides on river banks with a length of 10km (including the Huong River section through Thuy Xuan ward 1km, the section through Kim Long ward 1km; the Ta Trach River section from Le No bridge to the end of Xuan Phu village, Khe Tre commune 1km; the Bo River section through Kim Tra ward 1km, Quang Dien commune 2km, Hoa Chau ward 1km; the O Lau River section through Phong Dinh ward, Phong Dien 2km; the Bu Lu River 1km).
Repairing irrigation works (dykes, canals, pumping stations), dykes (upgrading the dyke line of the West Tam Giang lagoon through Dan Dien commune, the West Cau Hai lagoon through Phu Vang commune...; upgrading degraded irrigation reservoir works (Thuy Yen lake, Nam Giang lake, Cay Mang, Ben Van 1, Ong Ninh, Ha Roi...).
To improve the effectiveness of flood reduction for the downstream area of the Huong River, it is recommended that the Ministry of Agriculture and Environment pay attention and conduct early research to raise the water level of Ta Trach Lake to about more than 1 meter; limit flooding in the downstream area of O Lau River in Phong Dinh Ward, Hue City and Nam Hai Lang Commune, Quang Tri Province, and propose that the Ministry of Agriculture and Environment pay attention to early construction of O Lau Thuong Lake in Phong Dien Ward.
