As reported by PNVN newspaper, on the morning of June 18, the National Assembly discussed additional assessments of the results of implementing the socio -economic development plan; State budget; and results of implementing the national goal on gender equality in 2024.

Concerned about the problem of counterfeit goods, delegate Thai Thu Xuong, National Assembly Delegation of Hau Giang province, said: The problem of counterfeit goods, fake goods, poor quality goods and commercial fraud is a silent threat that erodes the health of the community, erodes the trust of society and is no longer a small phenomenon but has become a sophisticated, organized underground system. From food, medicine, cosmetics to electronic devices, household goods, traces of fraud permeate the market, causing serious damage to the economy and consumer confidence.

Accordingly, delegate Thu Xuong proposed the solution: It is necessary to soon complete the legal corridor, at the same time increase the level of sanctions to ensure real deterrence. Do not let counterfeit goods run rampant but only stop at the level of light administrative sanctions. Strengthen the force to prevent and combat smuggling, trade fraud, and counterfeit goods from the central to local levels to ensure adequate professional capacity, integrity and not be influenced or manipulated. Strictly handle cases of officials covering up and assisting in violations. It is necessary to be brave to look straight, speak the truth and handle the truth, without compromise, without forbidden areas. Encourage strong application of technology in controlling goods from QR codes to trace the origin to enhancing the responsibility of e-commerce platforms in monitoring goods in circulation.

In particular, in the long term, delegates proposed to include educational content on counterfeit identification and safe consumption in the general education program, equipping the young generation with not only knowledge but also the courage to protect themselves, contributing to building the Vietnamese brand and building a civilized, strong and prosperous society.

Sharing the same view, delegate Le Thi Thanh Lam, National Assembly Delegation of Hau Giang province, said: The situation of buying and selling fake, banned and poor quality goods on social networks is becoming serious, an issue that many delegates have spoken out about and voters are concerned about. In the first 5 months of 2025, more than 34,000 violations were handled, of which 1,100 cases involved fake goods. Delegates suggested that the Government and the National Assembly soon review and supplement legal regulations on e-commerce, clarify the responsibilities of the platforms. At the same time, it is necessary to strengthen coordination between functional forces and build an early warning mechanism. Proactively inspect instead of waiting for denunciations to take action.

Delegate Dang Thi Bao Trinh, National Assembly Delegation of Quang Nam Province, said: The problem of counterfeit goods, poor quality goods and high-tech crimes is becoming more serious, sophisticated and professionally organized. Especially in the social network and e-commerce environment, people, especially women, the elderly and the sick, are becoming constant victims of a market where the real and the fake are mixed, only the counterfeit goods are real.

The most dangerous are drugs, foods, functional foods, and milk. While the law has not yet arrived, technology crimes have already gone one step ahead. Reality shows that many violations are happening openly and for a long time right in the middle of big cities, on social networks, but are not handled promptly. This makes people question the responsibility of management, and even worry about signs of laxity, lack of responsibility, or complicity of some public officials.

According to delegate Bao Trinh, in just the first few months of 2025, a series of cases have been discovered, from dumping sites containing food, cosmetics, and pharmaceuticals of unknown origin to warehouses preparing to launch on the market with signs of counterfeiting trademarks and violating intellectual property. Many cases have been handled administratively, some have been transferred to criminal investigation. These acts not only violate the rights of consumers but also threaten public health, causing serious damage to social trust.

More alarmingly, there are more and more social media accounts with blue ticks appearing because of people claiming to be CEOs or famous people livestreaming 24/7 to show gratitude for selling standard medical products exported to Europe, but in fact they are floating goods, uninspected, and without legal entities. They openly scam consumers in a scripted, organized manner, preying on the gullible psychology, especially of women, the elderly and vulnerable groups.

More seriously, AI technology and Netflix are being exploited to fake images, voices, documents, impersonate government officials, banks, and police to request money transfers and verify personal information. Many people lost millions and billions in just a few hours. According to statistics, in 2024, the loss due to online fraud will reach 19,000 billion VND with 66% of users affected, this is a very sobering number.

Thereby, delegate Bao Trinh proposed: Early establishment of a 24/7 e-commerce and AI content monitoring center, with the function of monitoring, early warning, and coordination to remove violating content within 24 hours. Issue regulations requiring online sales accounts to register legal entities, addresses, tax codes, and require seller authentication on social networking platforms; criminally handle acts of using counterfeit technology, trading in counterfeit and prohibited goods.
