The People's Committee of Thai Nguyen province has just sent an official dispatch to the People's Committee of Hanoi City and the People's Committee of Bac Ninh province on agreeing to propose the implementation of the CT.07 Expressway Construction Investment Project, Hanoi - Thai Nguyen - Cho Moi section.
There are two main contents that the Thai Nguyen Provincial People's Committee requested the two localities to give their opinions on upgrading and completing the Hanoi - Thai Nguyen - Cho Moi expressway section under the PPP method.
The first content that the People's Committee of Thai Nguyen province wants the People's Committee of Hanoi City and the People's Committee of Bac Ninh City to agree on is the scale of investment in the complete construction of the CT.07 expressway, Hanoi - Thai Nguyen - Cho Moi section.
Specifically, the CT.07 Expressway Construction Investment Project, Hanoi - Thai Nguyen - Cho Moi section, has a total route length of about 100.69 km; the starting point of the route is at the Ring Road III intersection (Km8+00); the end point is at Thanh Binh intersection and is divided into 2 sections.
Section 1: Hanoi - Thai Nguyen starts from the Ring Road III intersection (Km8+00) to Tan Long intersection (Km69+200), with a route length of about 61.2 km, expected to be invested in the scale of a highway with 6 complete lanes, design speed of 100 km/h.
Section 2: Thai Nguyen - Cho Moi section starts from Tan Long intersection (Km69+200) to Thanh Binh intersection (Thanh Thinh commune), with a route length of about 39.49 km, invested according to the scale of a complete 4-lane highway, design speed of 100 km/h.
The preliminary total investment of the Project is 16,789 billion VND, of which the expected state capital is about 5,363 billion VND (including central support capital and Thai Nguyen province capital), the rest will be mobilized by PPP investors.
The second content is that the People's Committee of Thai Nguyen province wants the two localities to agree to assign the People's Committee of Thai Nguyen province as the competent authority for the Project in order to increase initiative and speed up the progress of site clearance and project implementation.
It is known that the proposed scope of the Project, the section from the Ring Road III intersection to Thanh Thinh commune, Thai Nguyen province, has 17.24 km in Hanoi; 6.76 km in Bac Ninh province and 76.69 km in Thai Nguyen province (the main section belongs to Thai Nguyen province).
On the other hand, the section passing through Hanoi and Bac Ninh province has completed the site clearance work and the investment in 6-lane bridges and culverts, only expanding the lanes into the median strip; the site clearance work is mainly in Thai Nguyen province (about 46.79 km must be cleared to expand the lanes according to the plan).
According to Clause 4, Article 21 of Decree No. 35/2021/ND-CP (amended and supplemented at Point a, Clause 6, Article 1 of Decree No. 71/2025/ND-CP), the decision on investment policy for PPP projects covering two or more provincial-level administrative units shall be discussed and agreed upon by the Provincial People's Committees of the localities where the project is implemented, including: project name, scale, location, type of PPP project contract, preliminary total investment, state capital in the PPP project and division of responsibility for balancing and allocating the budget of each locality.
According to Mr. Pham Hoang Son, Chairman of Thai Nguyen Provincial People's Committee, currently, Thai Nguyen Provincial People's Council has issued an official dispatch on preparing the content to submit to the Special Session and the regular session in mid-2025, the 14th Provincial People's Council (expected on July 11, 2025).
The People's Committee of Thai Nguyen province will submit to the People's Council of Thai Nguyen province for consideration and approval of a Resolution agreeing to propose the implementation of the investment project to complete the construction of the CT.07 expressway, Hanoi - Thai Nguyen - Cho Moi section.
It should be added that, according to the road network planning for the period 2021 - 2030, with a vision to 2050, the Hanoi - Thai Nguyen - Bac Kan - Cao Bang expressway (CT.07) is about 227 km long, with a scale of 4 - 6 lanes, and an investment roadmap before 2030, of which the Hanoi - Thai Nguyen section has a scale of 6 lanes, and the Thai Nguyen - Bac Kan - Cao Bang section has a scale of 4 lanes.
Up to this point, Phuong Thanh Transport Investment and Construction Joint Stock Company is the only unit proposing to implement the investment project to complete the construction of the Hanoi - Thai Nguyen - Cho Moi expressway under the PPP method.
Phuong Thanh Transport Investment and Construction Joint Stock Company proposed to invest in expanding the investment scale to 6 lanes to complete the planning scale of the Hanoi - Thai Nguyen section and 4 lanes for the Thai Nguyen - Cho Moi section.
This investor proposed to expand the investment scale to complete the Hanoi - Thai Nguyen section with a scale of 6 lanes, to be completed in 2027; the Thai Nguyen - Cho Moi section with a scale of 4 lanes, to be completed in 2029.
