The Ministry of Education and Training has announced the Draft Decree regulating salary and allowance policies for teachers to widely collect comments from agencies, organizations and individuals.
The draft Decree clearly states that all teachers are entitled to a "special salary coefficient". In particular, preschool teachers are entitled to a special salary coefficient of 1.25 compared to the current salary coefficient; other teacher positions are entitled to a special salary coefficient of 1.15 compared to the current salary coefficient.
For teachers teaching at schools, classes for the disabled, centers to support the development of inclusive education , and boarding schools in border areas, an additional 0.05 is added compared to the prescribed level.
The special salary coefficient is calculated with the salary level and is not used to calculate the allowance level. Thus, the formula for calculating the salary level for teachers is as follows:
Salary effective from January 1, 2026 = Basic salary x Current salary coefficient x Specific salary coefficient.

For teachers appointed to the title of professor, the senior expert salary scale is applied, including 3 levels: 8.8 - 9.4 - 10.0.
The Ministry of Education and Training believes that professor is the highest title, demonstrating capacity, scientific prestige and the role of leading expertise, exploring and creating new knowledge in the field assigned to the professor title; is an important factor that directly impacts the activities of developing science, technology, innovation and national digital transformation according to Resolution 57 of the Politburo .
Therefore, according to the standards and conditions of senior experts according to Regulation 180-QD/TW, professors are similar to senior experts. Therefore, although it is not confirmed that professors are senior experts, the application of the senior expert salary scale for professors is appropriate to the position and role of professors in the development of the field for which the title of professor is appointed.
The draft also stipulates that in the case of transferring teachers between educational institutions where the allowance level applied at the place of departure is higher than at the place of arrival, the allowance regimes before the transfer or secondment shall be retained for a maximum period of 36 months according to the time of transfer or secondment. After that period, the allowance regime shall be considered for rearrangement to suit the work and working area.
At the same time, regulations on mobility allowances are issued for the following cases: teachers on secondment, inter-school teaching, and teachers who have to move to teach at different schools or branches. Teachers performing the above tasks are entitled to mobility allowances with a coefficient of 0.2 compared to the basic salary according to the number of days of mobility.
According to calculations by the Ministry of Education and Training, the budget is mainly for preschool and primary school teachers because they account for a large number of teachers and other different educational institutions that are autonomous at levels 3 and 2.
Specifically, the budget incurred about 1,652 billion VND. The incurred cost of paying mobility allowance is about 50 billion/year.
The Decree takes effect from January 1, 2026. When implementing the new policy, the specific salary coefficient will continue to be applied, and the conversion from old salary to new salary will be carried out according to Government regulations.
