University benchmarks may increase

Fairness for all candidates

According to Associate Professor Dr. Nguyen Thu Thuy - Director of the Department of Higher Education , in recent years, the Ministry of Education and Training has found that early admission methods bring better admission opportunities for candidates, but also create a virtual number of candidates for many universities across the country. At the same time, early admission also creates a trend of reducing the number of quotas for the method of considering high school graduation exam scores. This is also one of the reasons why the admission standard score based on high school graduation exam scores tends to increase.

In fact, in 2023, two national valedictorians with combination A00 in the high school graduation exam failed their first choice to enter Hanoi University of Science and Technology, majoring in Computer Science. This is the highest benchmark score compared to the school's 52 training majors and is also the major with the highest benchmark score nationwide (on a 30-point scale) with 29.42 points. In addition to the reason for the change in the way priority points are calculated and the admission score is calculated, another reason is that the school only spends nearly 4% of the total school expenditure on the method of considering high school graduation exam scores and has recruited a large number of students into this major through other methods such as talent selection or based on the thinking assessment exam... This is really a disadvantage when the valedictorian also failed his first choice.

Therefore, in the 2025 admission season, the Ministry of Education and Training plans to eliminate early admission, all must follow the general admission process on the Ministry of Education and Training system. Ms. Nguyen Thu Thuy analyzed that with the current admission support system, even with early admission, candidates still have to enter all their wishes into the system according to the general admission plan, after graduating from high school. In the end, candidates only pass one wish, to one school. All candidates will be admitted at the same time, there will be no situation where candidates are admitted early and do not participate in other methods, helping to increase opportunities for the remaining candidates. There will no longer be a situation where some majors have too many early admission candidates, making the remaining quotas for the methods of considering high school graduation exam scores very small, pushing up the standard score, causing disadvantages for students using high school graduation exam scores.

Expected benchmarks fluctuate widely

Up to this point, the Banking Academy said that the school will continue to maintain the same admission methods as before. The difference is that it will not announce the admission results early but will upload the data to the general admission system of the Ministry of Education and Training, virtually filter all methods and announce the admission results at the same time as schools nationwide, according to the Ministry's plan.

Nha Trang University previously planned to use high school results for preliminary selection (a necessary condition before candidates officially register for admission according to the general admission plan and process of the Ministry of Education and Training). With the regulation of eliminating early admission, the school said it would adjust the project and admission process accordingly.

However, along with the regulation on equivalent conversion of admission scores between admission methods and admission combinations, many opinions are worried that the quota is no longer allocated separately for each method, but in general, the benchmark score may increase due to the larger number of competing candidates, especially at top schools. In particular, every year the benchmark score of each major and each school is adjusted due to the change in the number of registered candidates. When early admission is eliminated, many private schools and local universities will face more difficulties because they no longer have the advantage of early admission based on academic records, and the benchmark score will therefore be adjusted.

In addition, schools are required to have a reasonable plan to adjust the entire admission process in a short time, from building admission combinations, converting scores, to processing a large number of applications in a single batch. The Ministry of Education and Training also needs to have a plan to prepare early on technical infrastructure, information technology systems and human resources so that virtual filtering activities can take place effectively and accurately, avoiding errors or delays.

Dr. Hoang Ngoc Vinh - former Director of the Department of Vocational Education (Ministry of Education and Training) also proposed that the Ministry of Education and Training and schools should notify candidates and society early about the conversion principles so that they can prepare appropriately. The conversion coefficient should also be adjusted each year based on actual data to avoid mechanical application leading to injustice.
