Worries about unpaid wages and insurance

In early August 2025, information about Thua Thien Hue Traffic Construction Joint Stock Company (Vy Da Ward) being late in paying salaries and owing insurance made dozens of workers worried. According to the report of the grassroots union, by July 2025, this enterprise still owed social insurance, health insurance, and unemployment insurance with a total amount of nearly 7.3 billion VND.

While the direct working department is paid until June 2025, the indirect department has only received salary for January 2025. Notably, up to 10 employees have quit their jobs but have not received full benefits. In particular, 2 cases are being treated for serious illnesses and accidents but have not yet had their insurance books closed to receive benefits.

At Phuong Minh Joint Stock Company (Huong Tra Ward), the situation of delayed salary payment and debt to the “Employment Stabilization” Fund also caused much frustration. These are issues that directly affect the rights of workers and require timely intervention from the authorities.

On August 20, 2025, the City Labor Federation (CLF) chaired a working session with the Board of Directors and the Trade Union of Thua Thien Hue Traffic Construction Joint Stock Company, with the participation of the City Social Insurance, the Party Committee and the People's Committee of Vy Da Ward. The enterprise expressed financial difficulties, but also committed to finding resources to resolve special cases in the immediate future. The leaders of the City Labor Federation requested the leadership of Thua Thien Hue Traffic Construction Joint Stock Company to provide a specific and transparent roadmap for salary and insurance payments; at the same time, they recommended that the government and relevant agencies support in resolving difficulties.

Mr. Le Minh Nhan, Vice Chairman of the Vietnam Fatherland Front Committee of the city, Chairman of the Hue City Labor Federation, emphasized: “We share the difficulties of businesses, but first of all, we must prioritize resolving the rights of employees. Special cases such as serious illness and accidents need to be handled thoroughly. This is not only a legal responsibility but also a human responsibility.”

At the same time, the City Labor Federation proposed that the City Social Insurance provide guidance on closing procedures for employees who have quit their jobs, and consider a mechanism to temporarily suspend social insurance payments for businesses facing difficulties to reduce pressure, but not affect the rights of employees.

Specific commitments from businesses

Initial results show that the union's drastic participation has created changes. At Phuong Minh Joint Stock Company, after the working session on August 29, 2025 with the working delegation of the City Labor Federation, the enterprise committed to paying June salary on the same day; paying July and August salary before September 30; completing the repayment of the "Employment Stabilization" Fund before September 30; and at the same time implementing the roadmap for paying social insurance debt as committed.

With Thua Thien Hue Traffic Construction Joint Stock Company, in addition to resolving the situation of unpaid wages and insurance, the company has agreed to prioritize the settlement of policies for employees whose contracts have ended, including two special cases: One person has kidney failure, end-stage heart failure and one person has a broken leg in an accident. These cases have had their insurance books closed and their salary policies paid in accordance with the law.

At Thanh Dat Housing Trading Joint Stock Company, thanks to the intervention of the trade union, the company paid unemployment benefits to employees and paid 100 million VND in insurance debt. These concrete actions demonstrate the bridging role of the trade union in resolving outstanding problems.

Performing the function of representing, caring for and protecting the legitimate and legal rights and interests of workers, the Hue City Labor Federation has taken drastic actions. A series of official dispatches have been sent to 16 enterprises with grassroots unions, requesting strict implementation of insurance policies. At the same time, the City Labor Federation coordinated with the People's Committees of 4 communes and wards where there are enterprises that are owing wages and insurance to workers, issuing documents requesting enterprises to fully implement policies according to the law.

At the same time, the union also provides guidance and assistance to units such as Truc Xinh Company Limited, Hoang Viet Thang Hospital or Huong Van Cooperative to complete collective labor agreements. This is the basis for better protection of long-term rights of employees.

In working sessions with businesses, the City Labor Federation always puts the spirit of dialogue and discusses solutions to ensure production and business activities while not neglecting the lives of workers. At the same time, the City Labor Federation organizes activities to care for workers' welfare and encourages workers to feel secure in their commitment to the business.

An employee who used to work at Thua Thien Hue Traffic Construction Joint Stock Company shared: “I was worried for months waiting for the insurance book to close. When the union got involved and worked directly with the company and the insurance agency, we felt more secure, at least our rights were not abandoned.”

That belief is the strength that helps the union continue to affirm its representative role. From typical cases in Thua Thien Hue Traffic Construction Joint Stock Company, Phuong Minh Joint Stock Company or Thanh Dat Housing Business Joint Stock Company, it can be seen that when the union gets involved, the voice of the workers is heard, specific commitments are made, and solutions gradually appear.
