Dien Bien adds more than 80 billion VND to implement policies for cadres, civil servants and public employees who retire early or quit their jobs.

NDO - Based on regulations on regimes and policies to support retired and retired officials, civil servants, public employees and workers in the implementation of restructuring and streamlining the apparatus, Chairman of the People's Committee of Dien Bien province Le Thanh Do has just signed a Decision to supplement more than 80 billion VND to pay support regimes.

Specifically, in Decision No. 1023/QD-UBND dated May 20, 2025 signed by Chairman Le Thanh Do, Dien Bien province added VND 80,646 billion to the 2025 budget expenditure estimate for units to implement policies according to Decree No. 177/2024/ND-CP dated December 31, 2024 of the Government, Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government and Decree No. 67/2025/ND-CP dated March 15, 2025 of the Government (phase I, II).

The additional funding source is taken from the remaining salary reform fund from 2024 transferred to 2025, which is 64,334 billion VND; the provincial budget social security expenditure source (not yet allocated) is 16,312 billion VND.

According to the list of beneficiaries of this payment regime, there are 56 people in the administrative sector; 24 people in the party sector and 11 people in the public sector who retired before the age according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.

The list also includes 9 people (2 people in the administrative sector; 7 people in the public service sector) who immediately quit their jobs according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP; 1 person in the party and mass organization sector who retired before the age according to Decree No. 177/2024/ND-CP.

Assigning the Director of the Department of Finance to balance the above budget to provide additional funds to agencies and units with officials, civil servants, public employees, and workers on leave, Chairman Le Thanh Do also requested the heads of agencies, units, and chairmen of the People's Committees of districts, towns, and cities to be responsible for timely and proper payment to beneficiaries.

Before June 15, 2025, heads of agencies, units, and chairmen of People's Committees of districts, towns, and cities must synthesize reports on actual expenditure results and send them to the Department of Finance and the Department of Home Affairs.

It is known that a total of 91 people in Dien Bien province who have decided to retire early or quit their jobs according to Decree 178/2024/ND-CP and Decree 67/2025/ND-CP (phase I, II) have been supported with more than 110 billion VND.

The person who received the most support was the former Head of the Propaganda Department and Director of the Political Center of Muong Lay town, who received nearly 2.4 billion VND; followed by the former Director of the Department of Natural Resources and Environment (former) who received more than 2.2 billion VND. The person who received the least support (more than 43 million VND) was an individual from the Department of Transport, Vehicle and Driver Management (Department of Construction).
