Dien Bien: Sang Nha achieves many targets for sustainable poverty reduction.

The central market of Sang Nha commune, funded by the National Target Program for Sustainable Poverty Reduction, has been contributing to the promotion of economic and tourism development in the area.

As a result, infrastructure and transportation projects in villages and hamlets have been implemented on schedule, facilitating travel for the people and promoting economic development.

Everything has been inherited and is running efficiently.

This was the statement of Mr. Tran Ngoc Duyen, Vice Chairman of the People's Committee of Sang Nha commune, when discussing the implementation of tasks under the National Target Program for Sustainable Poverty Reduction in Sang Nha since it officially came into operation under the two-tiered local government model.

According to Mr. Tran Ngoc Duyen, immediately upon becoming operational after the merger of three communes: Muong Dun, Xa Nha (formerly Tua Chua district) and Phinh Sang (formerly Tuan Giao district), the new Sang Nha commune promptly issued a decision to establish and assign specific tasks to the Steering Committee for National Target Programs of the commune. The requirement was to inherit the results handed over from the Steering Committees of the three former communes; and at the same time, proactively develop plans and solutions to ensure the continued implementation of programs, projects, and sub-projects within the overall program.

Following closely the directives and guidelines from the Central and Provincial authorities, the Steering Committee for National Target Programs in Sang Nhe commune promptly reviewed and compared everything from the establishment and consolidation of the Steering Committee; the development and promulgation of operational regulations; and the issuance of operational documents and guidelines for the implementation of the program in the three former communes...

Based on the review and summary results, the Steering Committee for the Sang Nhe New Commune Program has inherited the work contents; at the same time, it has proactively developed a plan to inspect and monitor the implementation of projects and sub-projects under the program, ensuring that all obstacles and difficulties are resolved promptly.

Mr. Tran Ngoc Duyen assessed that, although the Steering Committee operates on a part-time basis, its members always fulfill their responsibilities, closely monitor their assigned tasks, and promptly guide the implementation of program tasks in their assigned fields, ensuring compliance with regulations and suitability to local conditions.

Coordination among members was generally timely and thorough; the coordination process involved the exchange of information to receive, revise, and update feedback in a constructive spirit, ensuring effective advice. As a result, difficulties in implementation were promptly resolved, leading to many outstanding results for the National Target Program on Sustainable Poverty Reduction in Sang Nha.

Many poverty reduction targets have been met with outstanding results.

With almost a month left in 2025, Sang Nha has already achieved and exceeded many targets in the implementation of the National Target Program for Sustainable Poverty Reduction in 2025.

Specifically, the targets assessed as achieved include: Reducing the poverty and near-poverty rate to 33.12% by the end of 2025; reducing the poverty rate among ethnic minorities by nearly 5% per year; maintaining 100% of communes with roads accessible by car from the province to the commune center year-round; and ensuring that 28 out of 30 villages have access to the national power grid meeting standards.

The objective of "striving to support 70% of working-age people in need of new jobs from poor and near-poor households in the commune to improve their agricultural, forestry, and fisheries production capacity in order to innovate production methods and techniques, ensure food security, meet nutritional needs, and increase income; and providing job counseling and assistance to all members of poor and near-poor households of working age who need to find jobs" was also assessed as having met the program's targets...

Also within the National Target Program for Sustainable Poverty Reduction, by 2025, Sang Nha district had fully and correctly implemented poverty reduction and social security policies for poor districts.

Specifically, under the education and training support policy according to Government Decree 105/2020/ND-CP dated September 8, 2020, on the policy for the development of preschool education, the entire Sang Nha commune has 1,404 preschool students receiving support with a total amount of 2.775 billion VND disbursed; and support under Government Decree 66/2025/ND-CP dated March 12, 2025, for 2,087 children with a total of over 20.051 billion VND, ensuring timely and targeted support to best serve the learning needs of students.

With the electricity subsidy policy according to Decision No. 280/QD-UBND dated September 23, 2025, of the People's Committee of Dien Bien province, in the first and second quarters of 2025, Sang Nha commune had 1,521 poor households, social policy households, and ethnic minority households living in areas without electricity grids who received support totaling 409.213 million VND.
