Institute-University: From teaching to fostering innovation
In the Mekong Delta, Can Tho University has established a Student Consulting, Support, and Entrepreneurship Center as an open space for research and startup ideas. The university not only imparts knowledge but also supports the formation of research groups and startup projects, connecting them with businesses right from the classroom.
According to Associate Professor, Dr. Le Nguyen Doan Khoi, Can Tho University, approximately 75% of higher education institutions nationwide have innovation spaces, incubators, and open labs. Higher education is therefore gradually shifting from a "training-research" model to a "training-research-innovation" model, more closely aligned with the needs of the digital and green economies .
Many major universities have incorporated real-world business problems into their curricula, organizing courses on design thinking, innovation, and entrepreneurial thinking. Projects and assignments encourage group work, are linked to market demands, and help students develop entrepreneurial thinking and product commercialization skills.
These developments show that universities and research institutions are becoming the core of the "State-University-Enterprise" linkage chain. At the conference announcing the network of centers for excellence and talent in Industry 4.0 technology, leaders of the Ministry of Education and Training emphasized that the "three-party" cooperation is the core operating foundation: the State creates institutions, universities provide knowledge and human resources, and businesses bring research closer to the market.
Local authorities "decipher" Resolution 57-NQ/TW through action.
At the local level, the spirit of Resolution 57-NQ/TW is concretized through programs and projects with clear objectives. In Da Nang, the goal of becoming one of the country's semiconductor and artificial intelligence centers by 2030 is being implemented in parallel with the development of digital government and smart cities.
The city is incorporating artificial intelligence and big data into monitoring and providing public services; a system for alerting about administrative documents nearing their deadlines and online support channels help remind officials, reduce delays, and improve citizen satisfaction.
In addition, Da Nang is investing in infrastructure to support the design and testing of microchips; universities are opening new training programs and linking with technology businesses in the area.
Resolution 57-NQ/TW also opens up space for localities to issue policies to attract science and technology human resources. Quang Ninh has built mechanisms to support financial resources and create favorable working conditions for experts and scientists, sending a clear message about prioritizing the development of the digital economy and the green economy.
From universities and colleges to businesses, from training networks to local governments, Resolution 57-NQ/TW is being "decoded" through concrete steps: reforming curricula, building startup spaces, investing in high-tech infrastructure, and perfecting mechanisms to attract talent.
As the "three-way" linkage becomes increasingly close, research institutes and universities truly become centers connecting knowledge and technology, businesses become the driving force of innovation, and the State plays a facilitating role, contributing to making science, technology, and innovation the main drivers of growth in the new development phase.
